Is to be noted that the certification of the achieved reductions of GHGs due to the project
operation and the quantity and quality of the corresponding CERs, becomes the
responsibility of the certifying DOE.
No Mexican organization has been appointed DOE by the CDM Executive Board.
CDM Executive Board (CDM-EB)
Operates under the authority of the UNFCCC COP/MOP. Is composed by an equitable
representation of Annex I and no-Annex I countries. The CDM-EB is responsible for:
• Recommendations to the COP/MOP on scope and procedures for the CDM.
• Approving methodologies related to baselines, monitoring plans and project
boundaries.
• Simplified procedures for small-scale projects.
• Accrediting and designating operational entities.
• Making publicly available proposed CDM activities.
• Acceptance of a project for registration. Constitutes the formal international
acceptance of the validated project.
• Developing and maintaining a CDM project registry.
• Reviewing project validation and verification reports.
• Issuing CERs, after the DOE verification of the monitoring data.
Is to be noted that CERs may accrue from the year 2000 (but to be claim before the 31 st of
December 2005) and hence projects may already be under implementation before
registration by the CDM-EB.
Finally, under the authority of the Executive Board, the CDM Registry Administration
forwards the CERs into the appropriate accounts, formalizing the CER’s ownership.
Is to be noted that in many quarters the CDM rulings have been considered not always
practical or consistent for the approval and authorization, some steps have been proposed to
improve the situation.
I.3.2. MEXICAN OFFICIAL PIPELINE OF CDM PROJECTS 107
reduction of 5.9 million tons of CO 2 equivalent. Up to date, no Mexican project has been registered
internationally, but some projects are being process at the initial stages of the CDM-EB pipeline, as
