Is to be noted that <strong>the</strong> certification <strong>of</strong> <strong>the</strong> achieved reductions <strong>of</strong> GHGs due to <strong>the</strong> project<br />

operation <strong>and</strong> <strong>the</strong> quantity <strong>and</strong> quality <strong>of</strong> <strong>the</strong> corresponding CERs, becomes <strong>the</strong><br />

responsibility <strong>of</strong> <strong>the</strong> certifying DOE.<br />

No Mexican organization has been appointed DOE by <strong>the</strong> CDM Executive Board.<br />

CDM Executive Board (CDM-EB)<br />

Operates under <strong>the</strong> authority <strong>of</strong> <strong>the</strong> UNFCCC COP/MOP. Is composed by an equitable<br />

representation <strong>of</strong> Annex I <strong>and</strong> no-Annex I countries. The CDM-EB is responsible <strong>for</strong>:<br />

• Recommendations to <strong>the</strong> COP/MOP on scope <strong>and</strong> procedures <strong>for</strong> <strong>the</strong> CDM.<br />

• Approving methodologies related to baselines, monitoring plans <strong>and</strong> project<br />

boundaries.<br />

• Simplified procedures <strong>for</strong> small-scale projects.<br />

• Accrediting <strong>and</strong> designating operational entities.<br />

• Making publicly available proposed CDM activities.<br />

• Acceptance <strong>of</strong> a project <strong>for</strong> registration. Constitutes <strong>the</strong> <strong>for</strong>mal international<br />

acceptance <strong>of</strong> <strong>the</strong> validated project.<br />

• Developing <strong>and</strong> maintaining a CDM project registry.<br />

• Reviewing project validation <strong>and</strong> verification reports.<br />

• Issuing CERs, after <strong>the</strong> DOE verification <strong>of</strong> <strong>the</strong> monitoring data.<br />

Is to be noted that CERs may accrue from <strong>the</strong> year 2000 (but to be claim be<strong>for</strong>e <strong>the</strong> 31 st <strong>of</strong><br />

December 2005) <strong>and</strong> hence projects may already be under implementation be<strong>for</strong>e<br />

registration by <strong>the</strong> CDM-EB.<br />

Finally, under <strong>the</strong> authority <strong>of</strong> <strong>the</strong> Executive Board, <strong>the</strong> CDM Registry Administration<br />

<strong>for</strong>wards <strong>the</strong> CERs into <strong>the</strong> appropriate accounts, <strong>for</strong>malizing <strong>the</strong> CER’s ownership.<br />

Is to be noted that in many quarters <strong>the</strong> CDM rulings have been considered not always<br />

practical or consistent <strong>for</strong> <strong>the</strong> approval <strong>and</strong> authorization, some steps have been proposed to<br />

improve <strong>the</strong> situation.<br />

I.3.2. MEXICAN OFFICIAL PIPELINE OF CDM PROJECTS 107<br />

Projects with No-Objection or Approval Letters<br />

With a Letter <strong>of</strong> Approval or Letter <strong>of</strong> No-Objection, <strong>the</strong>y are 22 non <strong>for</strong>est projects at <strong>the</strong> Mexican<br />

CDM pipeline at different stages <strong>of</strong> implementation. These projects represent a potential annual<br />

reduction <strong>of</strong> 5.9 million tons <strong>of</strong> CO 2 equivalent. Up to date, no Mexican project has been registered<br />

internationally, but some projects are being process at <strong>the</strong> initial stages <strong>of</strong> <strong>the</strong> CDM-EB pipeline, as<br />

described later. Additionally, 2 agro<strong>for</strong>estry projects are being processed.<br />
