• Completion of all the information of the project for international submission,
including the host country Letter of Approval and the local stakeholder’s
comments.
• Submission of the project documents (PDD), for their validation by a Designated
Operational Entity (activity generally paid by the proponent) and for the acceptance
of registration by the CDM-EB.
• Once the project is register, instrumentation and monitoring in accordance to the
approved and register PDD, including the project’s monitoring plan.
• Submission of the monitoring results of the project operation, for verification and
certification by a different DOE (activity generally paid by the proponent) and
possible review by CDM-EB.
• Ownership of the corresponding CERs, in case of successful international
acceptance.
In many cases, depending on the complexity of the project, the developers invite the advice
and services of specialized consulting firms, technology providers or other technical
organizations, to study and complete the project design and the documentation required by
the national authorities and international entities concerned.
CDM investors/CER purchasers
Organizations that purchase CERs from a CDM project. Could be for their interest in the
direct CERs possession (countries or companies with emission targets) or as a mean for a
productive investment (could intervene before or after the project production of CERs).
Could also be partners of the project.
Designated National Authorities (DNA)
The host country DNA must approve each CDM project before international submission.
The Letter of Approval is the evidence of the Host Country acceptance of the project.
Designated Operational Entities (DOEs)
Domestic or international bodies accredited by the CDM Executive Board for:
• Validation of CDM documents and activities before project registration, based on
the project’s conformity with CDM rules and the confirmation that all information
of the project document is complete, accurate and reasonable.
• Making publicly available CDM Project Design Documents, for comments by
parties, international stakeholders and UNFCCC accredited observers.
• Reception, compilation and incorporation of public comments on the CDM project
documents.
• Presentation of the project documents and the results of the validation, if positive,
to the CDM-EB, requesting the registration acceptance.
• Makes the validation report publicly available.
• Verification and certification of CERs during the operation of the project, based on
data collected by the Project Developer in accordance with the validated PDD
monitoring plan, on greenhouse gas emission reductions that have occurred as a
result of the CDM project activity (generally a different DOE, except for small
projects).
• Reports the verification results to the CDM-EB. The DOE makes publicly
available the monitoring report and its verification report.
