SEMARNAT counts with several dependencies <strong>and</strong> technical Agencies. The Water <strong>and</strong> <strong>the</strong> Forest<br />
Commissions belong to <strong>the</strong> Ministry, as well as <strong>the</strong> Institute <strong>for</strong> Water Technology. The National<br />
Ecology Institute is in charge, inter-alia, <strong>of</strong> <strong>the</strong> research in climate change.<br />
A study <strong>of</strong> INE 90 (2002) proposes a list <strong>of</strong> research priorities <strong>for</strong> climate change, <strong>of</strong> special<br />
importance to CDM:<br />
• Economy <strong>of</strong> variability <strong>and</strong> climate change.<br />
• CO 2 mitigation <strong>and</strong> capture strategies cost <strong>and</strong> benefits.<br />
• Renewable energy <strong>and</strong> new technologies <strong>for</strong> emission abatement.<br />
• National sectoral emission coefficients.<br />
• Main sectoral, subsectoral <strong>and</strong> branch baselines.<br />
• Base studies <strong>for</strong> national regulations on climate change.<br />
Industrial Development<br />
According with <strong>the</strong> National Development Plan 2001-2006, <strong>the</strong> Ministry <strong>of</strong> Economy is charged<br />
with <strong>the</strong> mission to create <strong>the</strong> necessary conditions <strong>for</strong> <strong>the</strong> streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> competitiveness <strong>of</strong><br />
all <strong>the</strong> enterprises <strong>of</strong> <strong>the</strong> Country, especially those <strong>of</strong> micro, small <strong>and</strong> medium size (MiPymes).<br />
The Ministry provides financial <strong>support</strong> to <strong>the</strong> enterprises through <strong>the</strong> National Committee <strong>for</strong><br />
Productivity <strong>and</strong> Technological Innovation (COMPITE) <strong>and</strong> <strong>the</strong> Fund <strong>for</strong> <strong>the</strong> Promotion <strong>of</strong> Micro,<br />
Small <strong>and</strong> Medium Enterprises. The sectors that are considered strategic because <strong>of</strong> <strong>the</strong>ir<br />
aggregated value, level <strong>of</strong> employment <strong>and</strong> participation in <strong>the</strong> GNP are:<br />
• Auto motors<br />
• Electronics<br />
• S<strong>of</strong>tware<br />
• Aeronautics<br />
• Fiber-Textile-Cloth chain<br />
• Agriculture<br />
• Exportation “Maquila”<br />
• Lea<strong>the</strong>r-Shoe chain <strong>and</strong><br />
• Construction.<br />
Mexico <strong>and</strong> <strong>the</strong> European Union are carrying out a Program <strong>for</strong> <strong>the</strong> Integral Support <strong>of</strong> Small <strong>and</strong><br />
Medium Industries, to streng<strong>the</strong>n <strong>the</strong>ir competitiveness <strong>and</strong> exportation capacity. The Program acts<br />
through specific activities <strong>of</strong> technical assistance, training <strong>and</strong> technology transfer.<br />
The Ministry <strong>of</strong> Economy has two Undersecretariats potentially related to CDM projects:<br />
• The Under secretariat <strong>for</strong> Small <strong>and</strong> Medium Industries, charged with <strong>the</strong> schemes to<br />
<strong>support</strong> MiPymes, including <strong>the</strong> Program with <strong>the</strong> European Union; <strong>and</strong><br />
• The Under secretariat <strong>of</strong> Industry <strong>and</strong> Commerce, charged with <strong>the</strong> public policies to<br />
streng<strong>the</strong>n <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong> heavy, basic <strong>and</strong> high technology industries.<br />
Very recently, <strong>the</strong> United Nations Industrial Development Organization (UNIDO) put into<br />
operation in Mexico (first in Latin America) a Promotion <strong>of</strong> Investment <strong>and</strong> Technology Program<br />
(PROPIT), that <strong>for</strong>ms part <strong>of</strong> a world Network <strong>of</strong> <strong>the</strong> Investment <strong>and</strong> Technology Promotion<br />
Offices (OPIT). PROPIT is an instrument <strong>for</strong> resources mobilization, is <strong>of</strong> technical <strong>and</strong><br />
administrative nature <strong>and</strong> looks to benefit <strong>the</strong> small <strong>and</strong> medium industry <strong>of</strong> <strong>the</strong> Country.<br />
