SEMARNAT counts with several dependencies and technical Agencies. The Water and the Forest
Commissions belong to the Ministry, as well as the Institute for Water Technology. The National
Ecology Institute is in charge, inter-alia, of the research in climate change.
A study of INE 90 (2002) proposes a list of research priorities for climate change, of special
importance to CDM:
• Economy of variability and climate change.
• CO 2 mitigation and capture strategies cost and benefits.
• Renewable energy and new technologies for emission abatement.
• National sectoral emission coefficients.
• Main sectoral, subsectoral and branch baselines.
• Base studies for national regulations on climate change.
Industrial Development
According with the National Development Plan 2001-2006, the Ministry of Economy is charged
with the mission to create the necessary conditions for the strengthening of the competitiveness of
all the enterprises of the Country, especially those of micro, small and medium size (MiPymes).
The Ministry provides financial support to the enterprises through the National Committee for
Productivity and Technological Innovation (COMPITE) and the Fund for the Promotion of Micro,
Small and Medium Enterprises. The sectors that are considered strategic because of their
aggregated value, level of employment and participation in the GNP are:
• Auto motors
• Electronics
• Software
• Aeronautics
• Fiber-Textile-Cloth chain
• Agriculture
• Exportation “Maquila”
• Leather-Shoe chain and
• Construction.
Mexico and the European Union are carrying out a Program for the Integral Support of Small and
Medium Industries, to strengthen their competitiveness and exportation capacity. The Program acts
through specific activities of technical assistance, training and technology transfer.
The Ministry of Economy has two Undersecretariats potentially related to CDM projects:
• The Under secretariat for Small and Medium Industries, charged with the schemes to
support MiPymes, including the Program with the European Union; and
• The Under secretariat of Industry and Commerce, charged with the public policies to
strengthen the competitiveness of the heavy, basic and high technology industries.
Very recently, the United Nations Industrial Development Organization (UNIDO) put into
operation in Mexico (first in Latin America) a Promotion of Investment and Technology Program
(PROPIT), that forms part of a world Network of the Investment and Technology Promotion
Offices (OPIT). PROPIT is an instrument for resources mobilization, is of technical and
administrative nature and looks to benefit the small and medium industry of the Country.
