• Production of a Project Idea Note (or Project Concept Note in the Figure) to obtain from the Mexican DNA a Letter of No Objection. • Explore with the PIN the prospective CDM investors or CER purchasers, to have a more clear perception of the eventual interest in the proposed project. CDM Participants according to internationally accepted procedures. Even though the types of stakeholders could be different from project to project, at Figure 9 is shown that a group of 4 main participants are required, they are: • Project developer and operator • Designated National Authority (DNA) • Designated Operational Entity (DOE) • CDM Executive Board (EB) To this list is convenient to add, as explained: • CDM investors/CER purchasers Other participants, mandatory to be call for, are the local and international stakeholders to participate in the 2 public consultations, which form part of the CDM project cycle: Before project submission (Project developer): • Local constituencies Public consultation done by DOE: • Kyoto Protocol Parties • International stakeholders • UNFCCC accredited observers Another group of participants that are generally expected in medium or large size CDM projects are: • Specialized Consultants and technology providers (Individuals or firms) • CDM-CERs brokers, foundations or financial institutions (at times act as CDM investors or CER purchasers). CDM Participants functions and roles The main participant’s functions and roles are: Project developers and operators CDM projects can be develop and operated by the following types of organizations: • Governmental bodies; • Private and public sector companies • Non-governmental and community organizations. In some cases in conjunction with financial institutions or foundations. Project Developers are in charge of: • Identification of the project. • Optional assessment of eligibility and market interest on the project (could be by means of a PIN). Is an initial check on the project’s conformity with the CDM rules and with the potential investor’s criteria. • Elaboration of the Project Design Document (PDD), including baseline and monitoring methodologies. • Invitation to local constituencies to review and comment the project PDD. • Production of the documentation for approval of the DNA.
