Protocol Standards Due to their importance to prepare the main industrial corporations of the Country to participate in CDM activities, the next Box describes the recently adopted voluntary Protocol Standards. Box 1 Protocol Standards The Greenhouse Gas Corporative Protocol Standard was developed by the World Business Council for Sustainable Development (WBCSD) for corporate inventories of GHGs. The GHG Protocol Quantification Standard has been designed to quantify emissions for mitigation projects. Participants in the promotion of the Standards: SEMARNAT AND CESPEDES (Program coordinators) COMEGEI WRI WBCSD 91 USAID CONCAMIN CEDES ANIQ CANACEM CAMIMEX CANACERO Mexico is the only developing country with official governmental participation in the Protocol Standards. Several Mexican leading corporations have adopted the Standards and recently the large beer producer industries group decided its incorporation to the Program. The activity is regionalized: Group 1 at Mexico City, Group 2 at Monterrey, Group 3 at Guadalajara and Group 4 at Sonora. Groups 1 and 2 (with more than 50 of the largest Mexican corporations) are ending the inventory stage and will enter soon (November 2005) the CDM project detection phase. The activities have been supported by WBCSD, SEMRNAT and CESPEDES. Groups 3 and 4 are at the inventory stage, supported by the Global Opportunity Fund of UK. Other regions of the Country are open for the activitie. This Program could lead to the detection and design of the largest industrial CDM projects of the Country. It is expected that the adoption of the Protocols will help to lower CDM transaction costs and facilitate the approval and registration of projects based on the standards. 91 Some direct links to the web information page of the stakeholder or project are blue colored. I.3.- INTERMINISTERIAL COMMISSION OF CLIMATE CHANGE The first step to constitute the Designated National Authority (DNA) was taken in January 2004, when it was establish the Mexican Committee for Emissions Reduction and GHG Sequestration Projects 92 (COMEGEI), which acted as the initial Mexican DNA. Very recently was created the Interministerial Commission of Climate Change (CICC), through an Executive Decree 93 published in April 2005, to coordinate the Federal Public Administration for the formulation and implementation of the national policies related to: • The prevention and mitigation of emissions of GHG • The adaptation to the effects of climate change • To promote programs and strategies of climate action to fulfill the Mexican commitments to the Framework Convention and associated instruments. The Commission is composed by the: • Minister of Environment and Natural Resources (SEMARNAT, Chair of the Commission) • Minister of Energy (SENER) • Minister of Foreign Affairs (SRE) • Minister of Social Development (SEDESOL) • Minister of Economy (SE) • Minister of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA) and • Minister of Communications and Transport (SCT). The Commission may invite other Government Agencies and organizations to participate in their tasks. The Commission functions include to: • Formulate and propose the national policies and strategies on climate change. • Instrument the national strategies for climate action. • Promote actions to advance the objectives and commitments to the Framework Convention and its instruments. • Act as the Designated National Authority (DNA) for the purposes of Clean Development Mechanism of the Kyoto Protocol. • Formulate the Mexican position at the pertinent international negotiations. • Propose the legal framework for prevention and mitigation of climate change and the required adaptation. • Foment research projects of national interest in the matter. • Emit the Letter of Approval to projects for the reduction and capture of GHGs. • Follow the international events and markets for the reduction and capture of GHGs. • Promote, with the governmental, social and private sectors, the development and register of projects for the reduction and capture of GHGs. 92 ACUERDO por el que se crea con carácter permanente la Comisión Intersecretarial denominada Comité Mexicano para Proyectos de Reducción de Emisiones y de Captura de Gases de Efecto Invernadero.
