I.3.- INTERMINISTERIAL COMMISSION OF CLIMATE CHANGE<br />
The first step to constitute <strong>the</strong> Designated National Authority (DNA) was taken in January 2004,<br />
when it was establish <strong>the</strong> Mexican Committee <strong>for</strong> Emissions Reduction <strong>and</strong> GHG Sequestration<br />
Projects 92 (COMEGEI), which acted as <strong>the</strong> initial Mexican DNA.<br />
Very recently was created <strong>the</strong> Interministerial Commission <strong>of</strong> Climate Change (CICC), through an<br />
Executive Decree 93 published in April 2005, to coordinate <strong>the</strong> Federal Public Administration <strong>for</strong> <strong>the</strong><br />
<strong>for</strong>mulation <strong>and</strong> implementation <strong>of</strong> <strong>the</strong> national policies related to:<br />
• The prevention <strong>and</strong> mitigation <strong>of</strong> emissions <strong>of</strong> GHG<br />
• The adaptation to <strong>the</strong> effects <strong>of</strong> climate change<br />
• To promote programs <strong>and</strong> strategies <strong>of</strong> climate action to fulfill <strong>the</strong> Mexican commitments<br />
to <strong>the</strong> Framework Convention <strong>and</strong> associated instruments.<br />
The Commission is composed by <strong>the</strong>:<br />
• Minister <strong>of</strong> Environment <strong>and</strong> Natural Resources (SEMARNAT, Chair <strong>of</strong> <strong>the</strong> Commission)<br />
• Minister <strong>of</strong> Energy (SENER)<br />
• Minister <strong>of</strong> Foreign Affairs (SRE)<br />
• Minister <strong>of</strong> Social Development (SEDESOL)<br />
• Minister <strong>of</strong> Economy (SE)<br />
• Minister <strong>of</strong> Agriculture, Livestock, Rural Development, Fisheries <strong>and</strong> Food (SAGARPA)<br />
<strong>and</strong><br />
• Minister <strong>of</strong> Communications <strong>and</strong> Transport (SCT).<br />
The Commission may invite o<strong>the</strong>r Government Agencies <strong>and</strong> organizations to participate in <strong>the</strong>ir<br />
tasks.<br />
The Commission functions include to:<br />
• Formulate <strong>and</strong> propose <strong>the</strong> national policies <strong>and</strong> strategies on climate change.<br />
• Instrument <strong>the</strong> national strategies <strong>for</strong> climate action.<br />
• Promote actions to advance <strong>the</strong> objectives <strong>and</strong> commitments to <strong>the</strong> Framework Convention<br />
<strong>and</strong> its instruments.<br />
• Act as <strong>the</strong> Designated National Authority (DNA) <strong>for</strong> <strong>the</strong> purposes <strong>of</strong> Clean<br />
Development Mechanism <strong>of</strong> <strong>the</strong> Kyoto Protocol.<br />
• Formulate <strong>the</strong> Mexican position at <strong>the</strong> pertinent international negotiations.<br />
• Propose <strong>the</strong> legal framework <strong>for</strong> prevention <strong>and</strong> mitigation <strong>of</strong> climate change <strong>and</strong> <strong>the</strong><br />
required adaptation.<br />
• Foment research projects <strong>of</strong> national interest in <strong>the</strong> matter.<br />
• Emit <strong>the</strong> Letter <strong>of</strong> Approval to projects <strong>for</strong> <strong>the</strong> reduction <strong>and</strong> capture <strong>of</strong> GHGs.<br />
• Follow <strong>the</strong> international events <strong>and</strong> markets <strong>for</strong> <strong>the</strong> reduction <strong>and</strong> capture <strong>of</strong> GHGs.<br />
• Promote, with <strong>the</strong> governmental, social <strong>and</strong> private sectors, <strong>the</strong> <strong>development</strong> <strong>and</strong><br />
register <strong>of</strong> projects <strong>for</strong> <strong>the</strong> reduction <strong>and</strong> capture <strong>of</strong> GHGs.<br />
