facility.<br />
Memor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing<br />
A Memor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing (MOU) <strong>for</strong> CDM was signed with Mexico on <strong>the</strong> occasion <strong>of</strong> <strong>the</strong><br />
entering into <strong>for</strong>ce <strong>of</strong> <strong>the</strong> Kyoto protocol 64 . The MOU between SEMARNAT <strong>and</strong> <strong>the</strong> Ministry <strong>of</strong><br />
Agriculture, Forestry, Environment <strong>and</strong> Water <strong>of</strong> Austria is <strong>the</strong> 7th signed cooperation instrument<br />
between <strong>the</strong> Parties. The Minister <strong>of</strong> SEMARNAT pointed out <strong>the</strong> significance <strong>of</strong> <strong>the</strong> agreement<br />
<strong>for</strong> <strong>the</strong> <strong>development</strong> <strong>of</strong> renewable energy at Mexico.<br />
This new MOU is devoted to develop CDM projects. The scope <strong>and</strong> objectives <strong>of</strong> <strong>the</strong> MOU are:<br />
• Support <strong>of</strong> projects under CDM in accordance with article 12 <strong>of</strong> <strong>the</strong> Kyoto Protocol.<br />
• Interchange <strong>of</strong> in<strong>for</strong>mation on climate change, including programs <strong>for</strong> <strong>the</strong> use <strong>of</strong> <strong>the</strong><br />
flexible mechanism <strong>of</strong> <strong>the</strong> Kyoto Protocol.<br />
• Facilitate <strong>the</strong> <strong>development</strong> <strong>and</strong> implementation <strong>of</strong> CDM projects <strong>and</strong> assist interested<br />
project developers.<br />
• Support international ef<strong>for</strong>ts <strong>for</strong> <strong>the</strong> elaboration <strong>and</strong> fur<strong>the</strong>r <strong>development</strong> <strong>of</strong> methodologies<br />
<strong>for</strong> baselines <strong>and</strong> monitoring <strong>and</strong> simplified modalities <strong>for</strong> small scale projects.<br />
The project priorities mutually accorded by <strong>the</strong> MOU are:<br />
• Combined heat <strong>and</strong> power installations (cogeneration).<br />
• Fuel switch to renewable energy <strong>and</strong> from high carbon fuels to lower carbon contents in<br />
remote heating systems.<br />
• Construction or retr<strong>of</strong>itting power generation installations using renewable sources.<br />
• L<strong>and</strong>fill gas avoidance or recuperation.<br />
• Waste management <strong>for</strong> energy recovery <strong>and</strong> use 65 .<br />
• Reduction <strong>of</strong> final energy consumption in buildings <strong>and</strong> <strong>of</strong> industrial waste heat.<br />
Also o<strong>the</strong>r projects could be eligible, excluding nuclear energy. The MOU expires at <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />
first commitment period <strong>of</strong> <strong>the</strong> Kyoto Protocol.<br />
Austria has agreed with UNIDO a project to assist several potential CDM recipient countries, to<br />
build <strong>the</strong> capacities required <strong>for</strong> CDM programs <strong>and</strong> projects in <strong>the</strong> industrial <strong>and</strong> energy sectors.<br />
The activities are designed through partnerships with Austrian business <strong>and</strong> industry. Mexico is<br />
participating <strong>and</strong> <strong>the</strong> present study <strong>for</strong>ms part <strong>of</strong> <strong>the</strong> project.<br />
Austrian stakeholders <strong>and</strong> potential stakeholders<br />
As potential counterparts, partners <strong>and</strong> associates with <strong>the</strong> UNIDO-Austria Project at Mexico, <strong>the</strong>y<br />
are numerous Austrian organizations <strong>and</strong> enterprises with technological or finance capacities, or<br />
interest in CER’s acquisition. Austria has considerable potential in <strong>the</strong> <strong>development</strong> <strong>and</strong><br />
deployment <strong>of</strong> energy-efficient climate-friendly technologies <strong>and</strong> is a world leader in some key<br />
areas <strong>of</strong> renewable technology <strong>development</strong> with <strong>the</strong> potential to develop a wide range <strong>of</strong> CDM<br />
projects. A sample <strong>of</strong> Austrian organizations, with interest in potential opportunities <strong>for</strong> reducing<br />
GHG emissions within <strong>the</strong> Kyoto Protocol flexibility mechanisms, is shown below:<br />
