• Promote Memor<strong>and</strong>a <strong>of</strong> Underst<strong>and</strong>ing <strong>and</strong> Agreements on matters related to climate<br />

change.<br />

• Diffuse nationally in<strong>for</strong>mation about climate change, including an annual public report <strong>of</strong><br />

<strong>the</strong> Country advances.<br />

• Promote, systematize <strong>and</strong> make available to <strong>the</strong> public, in<strong>for</strong>mation relevant to <strong>the</strong><br />

Commission functions.<br />

The Under Secretariat <strong>of</strong> Planning <strong>and</strong> Environmental Policy (SPPA) is in charge <strong>of</strong> <strong>the</strong> Climate<br />

Change issues <strong>of</strong> SEMARNAT <strong>and</strong> <strong>the</strong> Commission Technical Secretariat reports to <strong>the</strong> Under<br />

Secretary. SPPA is to present during this year <strong>the</strong> National Strategy <strong>for</strong> Climate Action (ENAC)<br />

<strong>and</strong>, between o<strong>the</strong>r activities, <strong>the</strong> Undersecretariat is conducting actions to promote CDM activities;<br />

to create National GHG emissions reduction markets, <strong>and</strong> to promote activities to reduce methane<br />

emissions.<br />

The Commission will count with Working Groups as required. One <strong>of</strong> <strong>the</strong> Working Groups is <strong>the</strong><br />

(pre-existing) Mexican Committee <strong>for</strong> Emissions Reduction <strong>and</strong> Greenhouse Gas Sequestration<br />

Projects (COMEGEI), in charge <strong>of</strong> <strong>the</strong> promotion, diffusion <strong>and</strong> evaluation <strong>of</strong> CDM projects <strong>and</strong> to<br />

advice <strong>the</strong> President <strong>of</strong> <strong>the</strong> Commission on <strong>the</strong> emission <strong>of</strong> Letters <strong>of</strong> No-Objection <strong>and</strong> <strong>of</strong><br />

Approval; assuring <strong>the</strong> voluntary participation <strong>of</strong> <strong>the</strong> stakeholders <strong>and</strong> <strong>the</strong> certainty <strong>of</strong> <strong>the</strong><br />

contribution <strong>of</strong> <strong>the</strong> projects to <strong>the</strong> national sustainable <strong>development</strong>. COMEGEI is <strong>the</strong> point <strong>of</strong><br />

entry <strong>for</strong> CDM projects national approval.<br />

Recently was established <strong>the</strong> Energy Sector Committee on Climate Change to coordinate <strong>the</strong><br />

participation <strong>of</strong> <strong>the</strong> energy sector at <strong>the</strong> Interministerial Commission (CICC).<br />

Since <strong>the</strong> existence <strong>of</strong> COMEGEI, Mexico has signed MOUs on CDM with 8 countries: Austria 94 ,<br />

Canada, Denmark, France, Italy, Japan (JBIC), Ne<strong>the</strong>rl<strong>and</strong>s <strong>and</strong> Spain.<br />

The structure <strong>of</strong> <strong>the</strong> Commission, which acts as <strong>the</strong> Mexican DNA, has been recently established<br />
