exercise<br />

• Decide whether to use exist<strong>in</strong>g pre-standards/benchmarks as<br />

start<strong>in</strong>g po<strong>in</strong>t<br />

• Develop an action plan for the data gather<strong>in</strong>g, review it with higher<br />

<strong>education</strong> <strong>in</strong>stitutions <strong>in</strong> the partnership<br />

• Appo<strong>in</strong>t the benchmark<strong>in</strong>g team, staff and the moderat<strong>in</strong>g <strong>in</strong>stitution<br />

• Carry out the data collection (<strong>in</strong>ternally and externally) – questionnaires,<br />

site visits, peer reviews<br />

• Develop an action plan with targets for improvement<br />

• Implement the action plan and set new areas for benchmark<strong>in</strong>g<br />

To carry out a benchmark<strong>in</strong>g exercise effectively, resources are needed, <strong>in</strong><br />

particular staff<strong>in</strong>g to carry out the data collection, the analysis and the implementation<br />

phase of the benchmark<strong>in</strong>g results.<br />

Decide on a clear action plan and task allocation (who processes the data,<br />

who prepares the reports, etc.), a timetable with milestones, numbers of<br />

meet<strong>in</strong>gs (<strong>in</strong>ternally and with partners). All these will determ<strong>in</strong>e the volume<br />

of staff time needed and the budget. Successful plann<strong>in</strong>g is key for the execut<strong>in</strong>g<br />

of the benchmark<strong>in</strong>g exercise. Staff travel becomes an important item<br />

<strong>in</strong> particular <strong>in</strong> transnational benchmark<strong>in</strong>g exercises. Some staff tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

benchmark<strong>in</strong>g concepts and practices might also be required. The overall<br />

<strong>in</strong>vestment <strong>in</strong> the exercise will very much depend on the size and scale of the<br />

benchmark<strong>in</strong>g exercise.<br />
