Some implicit forms of benchmark<strong>in</strong>g have always been part of higher<br />

<strong>education</strong> with various forms of peer review and site visits encompass<strong>in</strong>g<br />

some aspects of benchmark<strong>in</strong>g. What is new today is the use of explicit<br />

benchmark<strong>in</strong>g and the formalisation of processes. The growth of benchmark<strong>in</strong>g<br />

<strong>in</strong> <strong>Higher</strong> Education reflects the search for cont<strong>in</strong>uous quality<br />

improvement and more effective ways of improv<strong>in</strong>g performance <strong>in</strong> an<br />

<strong>in</strong>creas<strong>in</strong>gly diversified higher <strong>education</strong> sector.<br />

For the newcomer to benchmark<strong>in</strong>g it may be difficult to have a clear idea of<br />

how to proceed to start and manage a benchmark<strong>in</strong>g exercise. The handbook<br />

will help with a clarification on concepts and practices of benchmark<strong>in</strong>g.<br />

<strong>Benchmark<strong>in</strong>g</strong> is neither rank<strong>in</strong>g nor accreditation. At the same time, the<br />

handbook will provide valuable <strong>in</strong>formation for higher <strong>education</strong> <strong>in</strong>stitutions<br />

which already have experience with benchmark<strong>in</strong>g and are will<strong>in</strong>g to take<br />

their efforts a step further.<br />

I would like to thank all our partners <strong>in</strong> the project team for their valuable<br />

contributions to our research <strong>in</strong>to benchmark<strong>in</strong>g <strong>in</strong> higher <strong>education</strong> which<br />

has led to his handbook. I do hope that this handbook will be a valuable tool<br />

for leaders, decision-makers and staff <strong>in</strong> higher <strong>education</strong> <strong>in</strong> their constant<br />

endeavours to improve university performance. At our own level we certa<strong>in</strong>ly<br />

<strong>in</strong>tend to take this <strong>in</strong>itiative further <strong>in</strong> support<strong>in</strong>g European higher <strong>education</strong><br />

<strong>in</strong>stitutions with their strategic developments.<br />
