A STEP BY STEP APPROACH<br />

S<strong>in</strong>ce the aim is to collect objective hard data for objective measurement and<br />

goal sett<strong>in</strong>g, clear def<strong>in</strong>itions of the type of data required are necessary to<br />

avoid mis<strong>in</strong>terpretations. Misunderstand<strong>in</strong>gs easily occur, <strong>in</strong> particular <strong>in</strong><br />

transnational benchmark<strong>in</strong>g exercises, due to national differences even <strong>in</strong><br />

basic concepts e.g. ‘staff member’, ‘student’, ‘government budget’.<br />

<strong>Benchmark<strong>in</strong>g</strong> Italian Universities<br />

A benchmark<strong>in</strong>g <strong>in</strong>itiative was established <strong>in</strong> Italy <strong>in</strong> 1999, follow<strong>in</strong>g<br />

prelim<strong>in</strong>ary work <strong>in</strong> 1998. There have been six Good Practice projects of<br />

which the first three were f<strong>in</strong>ancially supported by the M<strong>in</strong>istry for <strong>Higher</strong><br />

Education. S<strong>in</strong>ce 2003 the programme has been self-f<strong>in</strong>anced by the<br />

participat<strong>in</strong>g universities. In total 36 Italian public higher <strong>education</strong> <strong>in</strong>stitutions<br />

have been <strong>in</strong>volved <strong>in</strong> one phase or another, grow<strong>in</strong>g from 10<br />

<strong>in</strong>stitutions <strong>in</strong> 1999 to 21 at present. The coord<strong>in</strong>ation is <strong>in</strong> the hands of a<br />

research group at the Politecnico di Milano; however the design and<br />

implementation are highly participative, <strong>in</strong>volv<strong>in</strong>g both top managers<br />

and officers <strong>in</strong> each participat<strong>in</strong>g university.<br />

The aims of the benchmark<strong>in</strong>g <strong>in</strong>itiative are related to the area of adm<strong>in</strong>istration,<br />

and <strong>in</strong>tended to improve its performance. First viewed as a<br />

one-off activity, it became a permanent activity due to its success. A<br />

replication of the study is under discussion with Spanish universities.<br />

The benchmark<strong>in</strong>g activity focuses on the sub-units of the higher <strong>education</strong><br />

<strong>in</strong>stitution, such as the central services with a particular focus on<br />

adm<strong>in</strong>istration. The areas currently covered comprise student services,<br />

human resource management, logistics and procurement, as well as<br />

account<strong>in</strong>g and research support. The ma<strong>in</strong> focus of the benchmark<strong>in</strong>g<br />

<strong>in</strong>itiative lies both on <strong>in</strong>puts and outputs. A time-l<strong>in</strong>e approach was<br />

chosen s<strong>in</strong>ce it enables comparisons between <strong>in</strong>stitutions over several<br />

years. In the benchmark<strong>in</strong>g exercise both quantitative and qualitative<br />

methods are used.<br />
