I-1 Part I BASIC OPERATIONAL REQUIREMENTS AND PLANNING CRITERIA (BORPC) — FASID The facilities and services set out in this FASID have been developed by the regional planning process referred to in the EUR Basic ANP. The Basic Operational Requirements and Planning Criteria agreed by the <strong>ICAO</strong> Air Navigation Commission and for use in the EUR region is the cornerstone of that process.
II-1 Part II GENERAL PLANNING ASPECTS (GEN) — FASID GENERAL 1. The material in this part complements that contained in the EUR ANP and may be applicable to one or more parts of the plan. It should therefore be taken into consideration in the overall planning processes for the EUR region. 2. Any regulatory material contained in the EUR Regional Plan concerning the operation of the air navigation system should be kept simple, clear and concise and permit a reasonable degree of discretion in order to provide the necessary flexibility in the practical day-to-day operation of the system. GENERAL OPERATIONAL CONSIDERATIONS 3. Training and staffing plans for ground personnel should take due account of realistic lead times required between the start of operation of a new facility and/or equipment and the time required to achieve full operational efficiency. Planning should also take into account human factors and professional qualifications of staff. SYSTEM MONITORING AND ADJUSTMENT 5. To achieve proper monitoring and adjustment, a free exchange of relevant information should be instituted between providers and users of the air navigation system. General aspects should be discussed between bodies of all users and the providers concerned. COMPATIBILITY OF SYSTEMS BETWEEN STATES 6. Solutions for existing incompatibilities should take due account of cost effectiveness considerations, e.g. by accepting a need for conversion at system interface rather than by restructuring complete systems. SECURITY ASPECTS 7. The application of aviation security measures should, as far as possible, avoid causing unnecessary disruptions to air transport operations. SPECIFIC OPERATIONAL CONSIDERATIONS 4. Variations in the provision of facilities and services should take account of efficiency and economy in the deployment of equipment and personnel. AIR TRAFFIC DEMAND 8. The forecasts referred to in paragraph 22 in Part II — GEN of the Basic ANP should give an indication of both average traffic demand and peak values. They should also indicate seasonal, weekly or diurnal changes in future traffic demand.
