relationships between atmospheric carbon dioxide concentrations from all sources and<br />

global temperatures are inconclusive. Although carbon dioxide levels have generally been<br />

observed to increase during warm periods and fall during colder ones, the temperature<br />

changes typically lead rather than follow carbon dioxide changes. For example, records<br />

indicate that carbon dioxide concentrations fall at the start of ice ages, when more of the<br />

gas is absorbed by colder oceans, and levels rise during glacial retreats when the processes<br />

reverse,‖ Bell continued. ―The National Oceanographic and Atmospheric Administration<br />

estimates that about 97 percent of that small amount originates from natural sources, and<br />

further, that all atmospheric carbon dioxide may account for less than 10 percent of total<br />

greenhouse influence. In comparison, water vapor, by far the primary greenhouse gas, may<br />

Geologist Dr. W.J. “Bill” Collins, a professor at the School of Earth and<br />

Environmental Sciences at Australia‟s James Cook University, dissented in 2008. ―As<br />

the climate change debate moves from the scientific to the political, it is important to stay<br />

with the facts. The bottom line is that humans cannot prevent global warming. Therefore,<br />

we should not be forced into emissions trading schemes, or any other scheme that sacrifices<br />

Australia‘s economic advantage and standard of living for the wrong reasons,‖ Collins<br />

wrote on August 13, 2008. ―Sure, let us try to lessen our environmental impact and develop<br />

a sustainable economy, but we should not be carried away by misconceptions about what is<br />

Agricultural scientist John Williams, a researcher, author, and educator who is<br />

studying for a PhD at the University of Melbourne, dissented in 2008. Williams said<br />

that ―there are ‗strong and powerful counter-arguments‘ to the theories on global warming<br />

and carbon trading that are not being fully considered.‖ ―There is no proof that carbon<br />

dioxide is causing or precedes global warming,‖ Williams wrote on August 15, 2008. ―All<br />

indications are that the minor warming cycle finished in 2001 and that Arctic ice melting is<br />

related to cyclical orbit-tilt-axis changes in earth‘s angle to the sun,‖ Williams added.<br />

Dr. Peter Dailey, director of Atmospheric Science at Boston based AIR Worldwide, a<br />

risk modeling and technology firm specializing in risks associated with natural and<br />

man-made catastrophes, weather and climate, rejected the notion that there is a<br />

―consensus‖ on global warming in 2008. ―There is now a near consensus that global air<br />

temperatures are increasing, however, there is no consensus on how this has affected the<br />

temperature of the world‘s oceans, and in particular in the Atlantic Ocean, or how much of<br />

the recent warming trend is attributable to man‘s activities,‖ Dailey said according to an<br />

August 18, 2008, article. In the article, Dailey noted that ―recently published studies<br />

indicate that hurricane activity could decrease as a result of other competing factors. ‗For<br />

example, simulations of tropical cyclone activity carried out at the GFDL using climate<br />

conditions projected for the 21st century indicate the potential for decreased hurricane<br />

activity under more pronounced global warming conditions, and cautions against a reliance<br />

on statistical extrapolations of recently elevated activity levels through the end of the<br />

century,‘ he said.‖ ―For the layman, there is sometimes a tendency to regard every new<br />

‗discovery‘ or scientific finding from the latest published paper as an inviolate fact,‖ Dailey<br />
