Inform<strong>at</strong>ion Feasibility Study<br />

Chapter 6: PILOT PROJECT CONCEPT<br />

Potential Market Segments<br />

This section discusses the groups <strong>of</strong> users who may be interested in using the pilot<br />

system, and how they can be reached.<br />

Current Regular Facility Users<br />

As discussed below, current <strong>parking</strong> facility users deal with the uncertainties <strong>of</strong> <strong>parking</strong><br />

availability by either departing early enough to ensure getting a space, or accepting the<br />

possibility th<strong>at</strong> no <strong>parking</strong> will be available on the <strong>WMATA</strong> property. A variety <strong>of</strong><br />

rel<strong>at</strong>ively low-cost approaches can be used to inform these users about the availability <strong>of</strong><br />

<strong>real</strong>-<strong>time</strong> <strong>parking</strong> <strong>inform<strong>at</strong>ion</strong>, including the following:<br />

• posters <strong>at</strong> the pilot st<strong>at</strong>ion, particularly near the walkways from the fare g<strong>at</strong>es to<br />

the <strong>parking</strong> facilities, to be seen as users leave the st<strong>at</strong>ion;<br />

• audio announcements <strong>at</strong> the pilot st<strong>at</strong>ion; and<br />

• announcements and links on the <strong>WMATA</strong> website.<br />

Potential Off-peak Users<br />

Potential <strong>of</strong>f-peak users may be somewh<strong>at</strong> familiar with the <strong>WMATA</strong> system, including<br />

<strong>parking</strong> capacity concerns, but may not know th<strong>at</strong> spaces can be<strong>com</strong>e available in the<br />

mid afternoons. Because these users may not have daily contact with <strong>WMATA</strong>, it is<br />

more important to reach them before they begin their trip. As with regular users, banner<br />

ads and links on the <strong>WMATA</strong> web site may be the most cost-effective way to reach<br />

these users. Additionally, a program <strong>of</strong> reaching out to local hotels would help inform<br />

tourists <strong>of</strong> the potential for <strong>of</strong>f-peak transit usage.<br />

Outreach Methods<br />

Achieving the goals <strong>of</strong> the project will require th<strong>at</strong> potential users be informed <strong>of</strong> the<br />

<strong>parking</strong> <strong>inform<strong>at</strong>ion</strong> system’s existence, how they can access the <strong>inform<strong>at</strong>ion</strong>, and wh<strong>at</strong><br />

the <strong>inform<strong>at</strong>ion</strong> means. The following are some potential means <strong>of</strong> ac<strong>com</strong>plishing this<br />

<strong>com</strong>munic<strong>at</strong>ion with the potential users <strong>of</strong> the system:<br />

Web Links<br />

Users who request <strong>time</strong>s for trains <strong>at</strong> the pilot st<strong>at</strong>ion through the web site can be alerted<br />

to the new <strong>inform<strong>at</strong>ion</strong> system with a web link included in the list <strong>of</strong> train <strong>time</strong>s. This can<br />

be autom<strong>at</strong>ed and expanded to inform anyone requesting <strong>inform<strong>at</strong>ion</strong> on this line. Th<strong>at</strong><br />

may allow more potential users to be aware <strong>of</strong> the system without cre<strong>at</strong>ing a blanket<br />

<strong>inform<strong>at</strong>ion</strong> campaign to inform all residents <strong>of</strong> this potential.<br />

Email to Registered Users<br />

Messages informing users <strong>of</strong> the <strong>inform<strong>at</strong>ion</strong> system can be sent though Metro’s existing<br />

“eAlert” system. This will enable the message to be limited to users <strong>of</strong> th<strong>at</strong> particular<br />

subway line.<br />
