<strong>WMATA</strong> Real-Time Parking<br />
Inform<strong>at</strong>ion Feasibility Study<br />
The headquarters system will include the following subsystems:<br />
Chapter 5: OPTIONS AND PREFERRED<br />
SYSTEM FOR <strong>WMATA</strong><br />
• A <strong>parking</strong> system controller th<strong>at</strong> receives and displays oper<strong>at</strong>ional and st<strong>at</strong>us<br />
<strong>inform<strong>at</strong>ion</strong> from all individual st<strong>at</strong>ions.<br />
• A <strong>com</strong>munic<strong>at</strong>ions/internet server th<strong>at</strong> transmits <strong>inform<strong>at</strong>ion</strong> to web services,<br />
VDOT, and other users.<br />
• A management system th<strong>at</strong> includes archiving and analysis.<br />
The <strong>com</strong>plexity <strong>of</strong> the <strong>parking</strong> system controller will increase as <strong>WMATA</strong> requirements<br />
and the number <strong>of</strong> smart <strong>parking</strong> sites expands. For the first install<strong>at</strong>ion, a simple<br />
interface th<strong>at</strong> only allows staff <strong>at</strong> the central <strong>of</strong>fices to monitor the system may be<br />
appropri<strong>at</strong>e. Even as the system expands with deployments <strong>at</strong> additional st<strong>at</strong>ions, it<br />
may be appropri<strong>at</strong>e to call up the <strong>inform<strong>at</strong>ion</strong> from st<strong>at</strong>ions individually, or <strong>WMATA</strong> staff<br />
may want to see all st<strong>at</strong>ions <strong>at</strong> once. In either case, it is unlikely th<strong>at</strong> the central staff will<br />
actively manage the smart <strong>parking</strong> systems beyond the initial testing period. There may<br />
be occasional use for modifying messages to direct p<strong>at</strong>rons to different lots<br />
(evacu<strong>at</strong>ions, major incidents, service disruptions near a st<strong>at</strong>ion, etc.), but this is not<br />
expected on a daily basis.<br />
For simply monitoring a st<strong>at</strong>ion, a small server or PC may suffice. However, the central<br />
server will have one other function – archiving or collecting the d<strong>at</strong>a and placing it in a<br />
form<strong>at</strong> suitable for other uses and sharing. The central server must keep track <strong>of</strong> the<br />
availability or occupancy every minute. This will allow all rel<strong>at</strong>ed traveler <strong>inform<strong>at</strong>ion</strong><br />
services to be very accur<strong>at</strong>e. It is typically unreasonable to expect traveler <strong>inform<strong>at</strong>ion</strong><br />
to change more quickly than once a minute.<br />
The role <strong>of</strong> the <strong>com</strong>munic<strong>at</strong>ions server is to distribute the <strong>inform<strong>at</strong>ion</strong> to other <strong>com</strong>puters<br />
and services. Many <strong>of</strong> these already exist, such as the current web server for <strong>WMATA</strong>.<br />
Depending on the demand, the <strong>com</strong>munic<strong>at</strong>ions server could be <strong>com</strong>bined with the<br />
central server or <strong>com</strong>puter.<br />
Some <strong>of</strong> the services th<strong>at</strong> require <strong>parking</strong> <strong>inform<strong>at</strong>ion</strong> already exist. This includes the<br />
existing web server and email alert services. The web server may require upgrades as<br />
the <strong>inform<strong>at</strong>ion</strong> from the <strong>parking</strong> system will be upd<strong>at</strong>ed more frequently than the current<br />
<strong>inform<strong>at</strong>ion</strong> th<strong>at</strong> it handles. As the system will only be deployed <strong>at</strong> one st<strong>at</strong>ion initially, it<br />
is not expected to increase email alerts by a significant amount. The processing load<br />
should be monitored as additional st<strong>at</strong>ions <strong>com</strong>e online to determine when additional<br />
equipment will be required.<br />
While a connection to VDOT has not yet been formally established, many <strong>of</strong> the pieces<br />
for this connection are already in place. The <strong>WMATA</strong> <strong>com</strong>munic<strong>at</strong>ions server will send<br />
the <strong>inform<strong>at</strong>ion</strong> to VDOT in an already established form<strong>at</strong> defined by VDOT, suitable for<br />
both 511 and control <strong>of</strong> any local DMS. The <strong>WMATA</strong> <strong>com</strong>munic<strong>at</strong>ions server will send<br />
the <strong>inform<strong>at</strong>ion</strong> to RITIS, as well. RITIS will distribute the <strong>inform<strong>at</strong>ion</strong> to other interested<br />
parties.<br />
Finally, <strong>inform<strong>at</strong>ion</strong> from one st<strong>at</strong>ion may be required <strong>at</strong> another st<strong>at</strong>ion. This is not<br />
expected immedi<strong>at</strong>ely, but future designs need to consider this possibility.<br />
