Detector Scenario Options<br />
Four scenario options varying the level <strong>of</strong> detection were developed for a generic st<strong>at</strong>ion<br />
in order to <strong>com</strong>pare costs. The options are depicted in Figure 5-8 and include:<br />

• Full Detection – It is assumed th<strong>at</strong> every single space can be detected and th<strong>at</strong><br />
wayfinding is to <strong>at</strong> least the aisle level, or potentially to the space level.<br />
• Hybrid Space/Zonal Detection – The space level detection is restricted to the<br />
garage only and surface lots are addressed as zones using portal detection (i.e.,<br />
counting exiting and entering traffic only).<br />
• Zoned Detection – Each separ<strong>at</strong>e <strong>parking</strong> facility is tre<strong>at</strong>ed as its own zone with<br />
detections limited to the entrances and exits to the overall st<strong>at</strong>ion and each zone.<br />
• Access/Egress Only – Detection is limited to the entrance and exits to the<br />
overall st<strong>at</strong>ion and there is no distinction between the different <strong>parking</strong> areas<br />
within a st<strong>at</strong>ion.<br />
Local Controller<br />
Portal only for entire <strong>WMATA</strong> st<strong>at</strong>ion –<br />
no distinction between <strong>parking</strong> facilities<br />
Each st<strong>at</strong>ion is intended to primarily function on its own. Th<strong>at</strong> is, if <strong>com</strong>munic<strong>at</strong>ion is lost<br />
with central <strong>WMATA</strong> servers, the individual facility can continue to monitor <strong>parking</strong><br />
availability and <strong>com</strong>munic<strong>at</strong>e the current conditions to on-site staff.<br />
The local controller must receive <strong>inform<strong>at</strong>ion</strong> from all detectors and balance this d<strong>at</strong>a<br />
with the known d<strong>at</strong>abase <strong>of</strong> available spaces. This calcul<strong>at</strong>ion <strong>of</strong> availability should be<br />
done <strong>at</strong> least once every minute. It is possible to set up the system to make the<br />
calcul<strong>at</strong>ions <strong>at</strong> a longer r<strong>at</strong>e in <strong>of</strong>f peak, but it may be simpler to always calcul<strong>at</strong>e<br />
availability. The system must then inform rel<strong>at</strong>ed systems <strong>of</strong> this <strong>inform<strong>at</strong>ion</strong>. For web<br />
applic<strong>at</strong>ions and <strong>com</strong>munic<strong>at</strong>ions with other agencies, this <strong>inform<strong>at</strong>ion</strong> must go through<br />
the central <strong>WMATA</strong> <strong>com</strong>puters. If <strong>com</strong>munic<strong>at</strong>ions is lost with a facility, the associ<strong>at</strong>ed<br />
web pages and <strong>of</strong>f-site dynamic message signs need to display a message st<strong>at</strong>ing<br />
<strong>inform<strong>at</strong>ion</strong> for the st<strong>at</strong>ion is not available.<br />
Any traffic management systems th<strong>at</strong> may be local to the facility would also be controlled<br />
by this controller. If a HAR is on the site, or there are local DMS th<strong>at</strong> display availability,<br />
