Results – How the system has performed was assessed through a customer<br />
s<strong>at</strong>isfaction survey conducted in 2003. The survey indic<strong>at</strong>ed th<strong>at</strong> 81 percent <strong>of</strong> polled<br />
travelers felt th<strong>at</strong> <strong>parking</strong> was easier and 68 percent felt th<strong>at</strong> <strong>parking</strong> was faster <strong>at</strong> BWI<br />
as <strong>com</strong>pared to other airports they frequented as a result <strong>of</strong> the Smart Park technology.<br />
Direct BWI customer feedback g<strong>at</strong>hered by the MAA indic<strong>at</strong>ed th<strong>at</strong> drivers felt the APMS<br />
"saved them aggrav<strong>at</strong>ion" leading to very high levels <strong>of</strong> customer s<strong>at</strong>isfaction with the<br />
BWI <strong>parking</strong> experience.<br />
The use <strong>of</strong> APMS has also aided the airport in the management <strong>of</strong> the <strong>parking</strong> inventory<br />
by allowing the oper<strong>at</strong>ors to monitor and control various zones <strong>of</strong> the facilities, close or<br />
reserve specific sections as needed, and obtain accur<strong>at</strong>e <strong>real</strong>-<strong>time</strong> <strong>parking</strong> facility d<strong>at</strong>a.<br />
In addition, the technology has allowed the garages to oper<strong>at</strong>e <strong>at</strong> 100 percent capacity<br />
and decrease air pollution within the facilities due to reduced <strong>time</strong> th<strong>at</strong> drivers spend<br />
searching for <strong>parking</strong> spaces.<br />
Overall, the system has increased customer s<strong>at</strong>isfaction and improved traffic flow in the<br />
hourly <strong>parking</strong> facilities as well as decreased the number <strong>of</strong> illegally parked vehicles in<br />
various areas. The increased ease <strong>of</strong> <strong>parking</strong> has also been seen to deter vehicles from<br />
circling drop-<strong>of</strong>f/pick-up lanes and has relieved congestion in general throughout the<br />
airport facilities.<br />
Bay Area Rapid Transit (BART), San Francisco/Oakland<br />
Metropolitan Area, California<br />
BART’s Smart Parking field test began in 2004 <strong>at</strong> one BART st<strong>at</strong>ion and included two<br />
DMSs on Highway 24 and entrance/exit counters <strong>at</strong> the <strong>parking</strong> facility. The system<br />
provided <strong>real</strong>-<strong>time</strong> <strong>parking</strong> availability between the hours <strong>of</strong> 7:30 AM and 10:00 AM<br />
Monday-Friday. The other <strong>com</strong>ponent <strong>of</strong> the field test was a centralized intelligent<br />
reserv<strong>at</strong>ion and <strong>real</strong> <strong>time</strong> availability system which provided <strong>parking</strong> availability via<br />
telephone, internet, or PDA. Motorists could reserve a space up to two weeks in<br />
advance <strong>of</strong> the day <strong>of</strong> their transit use. Fifty <strong>parking</strong> spaces were utilized for the field<br />
test <strong>of</strong> which 15 spaces were held for advance reserv<strong>at</strong>ions. Users who made en route<br />
reserv<strong>at</strong>ions were charged $1.00 for the service, and those who made pre-trip<br />
reserv<strong>at</strong>ions were charged $4.50. At the conclusion <strong>of</strong> the field test in 2006, the project<br />
ac<strong>com</strong>mod<strong>at</strong>ed more than 13,000 successful <strong>parking</strong> events. More than 4,000 smart<br />
<strong>parking</strong> reserv<strong>at</strong>ions were made through the online reserv<strong>at</strong>ion system. BART has<br />
incorpor<strong>at</strong>ed smart <strong>parking</strong> into the agency’s str<strong>at</strong>egy and plans to introduce the<br />
technology to other st<strong>at</strong>ions in the system.<br />
Background - Rail st<strong>at</strong>ion park and ride facilities form the cornerstone <strong>of</strong> oper<strong>at</strong>ions for<br />
many transit systems across the county. In the San Francisco Area, Bay Area Rapid<br />
Transit (BART) oper<strong>at</strong>es the rail service across the region, with 43 st<strong>at</strong>ions and<br />
approxim<strong>at</strong>ely 46,000 <strong>parking</strong> spaces. Parking shortages are <strong>com</strong>mon <strong>at</strong> most <strong>of</strong> the<br />
st<strong>at</strong>ions, specifically during peak morning <strong>com</strong>mute <strong>time</strong>s where <strong>com</strong>muters are finding<br />
<strong>parking</strong> lots full earlier and earlier. In an <strong>at</strong>tempt to address <strong>parking</strong> issues, particularly<br />
those <strong>of</strong> occasional users <strong>of</strong> the system, a smart <strong>parking</strong> field test was implemented <strong>at</strong><br />
one BART st<strong>at</strong>ion which allowed motorists to reserve a <strong>parking</strong> space <strong>at</strong> the transit lot as<br />
