entered the system,<br />

o He<strong>at</strong> sign<strong>at</strong>ure and image recognition systems to ensure <strong>com</strong>pliance.<br />

While various <strong>com</strong>bin<strong>at</strong>ions <strong>of</strong> APS technologies have been deployed <strong>at</strong> airports, transit<br />

agencies, and urban areas, each individual system has been tailored to local needs to<br />

provide motorists with the <strong>inform<strong>at</strong>ion</strong> they need to make informed <strong>parking</strong> and mode<br />

choice decisions. In most cases, research and <strong>feasibility</strong> studies were <strong>com</strong>pleted to<br />

ensure th<strong>at</strong> the systems deployed ac<strong>com</strong>plished stakeholder goals. As a result <strong>of</strong> initial<br />

needs assessments and follow up studies, many jurisdictions have been able to <strong>com</strong>pile<br />

lessons learned rel<strong>at</strong>ed to the system <strong>of</strong> their choice. For systems with multiple<br />

stakeholders, it has been noted th<strong>at</strong> agreements dict<strong>at</strong>ing the responsibilities between<br />

each involved entity should in all cases be finalized before construction <strong>of</strong> the system<br />

begins. This will allevi<strong>at</strong>e potential issues arising from oper<strong>at</strong>ional concerns and also<br />

allow for problems to be addressed more efficiently if or when they occur. Additional<br />

lessons learned include pre-testing <strong>of</strong> the vehicle sensors whether they are individual<br />

space sensors or entry/exit counters. Pre-testing allows for the de-bugging <strong>of</strong> any<br />

potential issues before the system is made available to the public decreasing the<br />

likelihood <strong>of</strong> a neg<strong>at</strong>ive public reaction. Public outreach as to how to use the new<br />

technologies and/or facilities was also cited. The majority <strong>of</strong> jurisdictions plan continued<br />

or expanded use <strong>of</strong> their current systems based on positive user reactions, increased<br />

revenue <strong>at</strong> some loc<strong>at</strong>ions, and increased use <strong>of</strong> transit services.<br />
