Chapter 2: EXISTING PARKING CONDITIONS<br />

D<strong>at</strong>a Collection<br />

The d<strong>at</strong>a collection activities were <strong>com</strong>prised <strong>of</strong>:<br />

• Confirming and breaking down the <strong>parking</strong> inventory by loc<strong>at</strong>ion and <strong>parking</strong><br />

c<strong>at</strong>egory<br />

• Conducting a <strong>parking</strong> space vehicle occupancy <strong>study</strong> from 5:00 AM until 12:00<br />

NOON (Hour Beginning) <strong>at</strong> 1 hour intervals and from 2:00 to 3:00 PM<br />

• Counting traffic entering and exiting the <strong>parking</strong> facilities <strong>at</strong> 15 minute intervals<br />

from 12:00 MIDNIGHT until 2:30 PM<br />

For the <strong>parking</strong> accumul<strong>at</strong>ion <strong>study</strong>, parked vehicles were recorded by their loc<strong>at</strong>ion<br />

within the <strong>parking</strong> facility and their classific<strong>at</strong>ion: handicap, reserved, multi-day (available<br />

only <strong>at</strong> the Franconia/Springfield st<strong>at</strong>ion), or unrestricted. The <strong>parking</strong> accumul<strong>at</strong>ion and<br />

entering/exiting d<strong>at</strong>a were collected on April 1, 2008, April 2, 2008, and April 3, 2008 – a<br />

Tuesday, Wednesday, and Thursday.<br />

Parking Inventory<br />

Table 2-1 presents a summary inventory <strong>at</strong> the four <strong>WMATA</strong> Metrorail st<strong>at</strong>ions studied.<br />

Figures 2-2 to 2-5 are snapshots <strong>of</strong> each <strong>study</strong> site. Combined, the four st<strong>at</strong>ions<br />

contain 12,600 <strong>parking</strong> spaces with 82 percent, or 10,366, spaces loc<strong>at</strong>ed in <strong>parking</strong><br />

garages. The Franconia/Springfield and Vienna/Fairfax st<strong>at</strong>ions have almost the same<br />

number <strong>of</strong> <strong>parking</strong> spaces <strong>at</strong> 5,120 and 5,160, respectively. Approxim<strong>at</strong>ely 1.5 percent<br />

<strong>of</strong> all spaces surveyed are handicap, and they are generally loc<strong>at</strong>ed near the elev<strong>at</strong>ors in<br />

the <strong>parking</strong> garages or in convenient loc<strong>at</strong>ions in the <strong>parking</strong> lots. All <strong>parking</strong> facilities,<br />

except the South Lot <strong>at</strong> Vienna/Fairfax, contain handicap <strong>parking</strong>. There are 1,477<br />

reserved <strong>parking</strong> spaces <strong>at</strong> the four <strong>study</strong> sites th<strong>at</strong> account for 11.7 percent <strong>of</strong> the total<br />

inventory. The vast majority <strong>of</strong> <strong>parking</strong> spaces (86.8 percent) <strong>at</strong> the <strong>study</strong> sites are<br />

unrestricted.<br />
