Australian aid is also supporting curriculum<br />
reform, upgrading school facilities and enhancing<br />
teacher training. For example, in 2009, 12 new or<br />
upgraded classrooms were provided to primary<br />
schools across Vanuatu.<br />
Australian aid is directed to improve the health<br />
of people across Vanuatu, including by reducing<br />
the impact of malaria. It is hoped that by 2014,<br />
malaria will be eliminated in Tafea Province, which<br />
is a key tourist destination and agricultural centre.<br />
Australia helps address a shortfall of skilled<br />
medical personnel through the provision of a<br />
physician, obstetrician-gynaecologist, surgeon<br />
and anaesthetist. Each of these specialists helps<br />
ensure that Vila Central Hospital, Vanuatu’s main<br />
hospital, retains its international teaching hospital<br />
status so that Ni-Vanuatu medical students can<br />
return to Vanuatu to complete their training rather<br />
than having to study overseas. The obstetriciangynaecologist<br />
has attended over 1,100 live births<br />
with no maternal or infant deaths from birthing<br />
complications. AusAID pays for the surgeon to<br />
travel to rural communities with a Ni-Vanuatu<br />
counterpart to provide surgical services that<br />
would not otherwise be available. Australia is also<br />
working to address a major nursing shortage by<br />
doubling the 2009-2010 nursing student intakes<br />
while maintaining quality educational standards.<br />
New Zealand<br />
New Zealand’s total bilateral assistance to<br />
Vanuatu in 2009-2010 was NZ$18 million and<br />
is projected to rise to $19 million in 2010-2011.<br />
NZAID and the Vanuatu Government have<br />
identified education governance and economic<br />
development as priority areas in the Vanuatu<br />
Country Strategy 2006-2010. In relation to<br />
education, NZAID’s focus is to increase access<br />
to, and quality of, basic education, especially at<br />
the primary school level. NZAID has led the donor<br />
community’s support for Vanuatu’s move towards<br />
a Sector Wide Approach (SWAp) in education.<br />
The aim is for all donors to align funding with the<br />
Government of Vanuatu’s own national education<br />
plan, and channel resources through government<br />
systems rather than running separate projects.<br />
The education SWAp will support improved<br />
resource planning and capacity building, and<br />
donor funds will be reflected in national budget<br />
allocations and auditing processes.<br />
NZAID’s support so far has included<br />
establishment of the Education Partners’ Group,<br />
which has a code of conduct signed by donors<br />
to show their commitment to improved donor<br />
coordination, alignment and harmonisation. NZAID<br />
support has also enabled the establishment of a<br />
comprehensive education database (the Vanuatu<br />
Education Management and Information System)<br />
to support evidence-based policy development<br />
and planning. NZAID and AusAID have conducted<br />
joint missions to assess the institutional and<br />
financial management capacity of the Ministry<br />
in order to better build its capacity toward a full<br />
future SWAp.<br />
During 2008-2009, NZAID and AusAID channelled<br />
up to $10m for priorities identified by the Ministry<br />
of Education, while also assisting the Vanuatu<br />
Government prepare for a SWAp in 2010. Schools<br />
are receiving teaching materials and stationery,<br />
teachers are being supported, and refurbishment<br />
of classrooms is underway. Priorities for 2010<br />
included providing school grants for children in<br />
years one to six, to replace fees paid by parents<br />
and encourage more children to attend school;<br />
building classrooms and water tanks; providing<br />
reading books and stationery to primary schools<br />
and supporting development of a national<br />
curriculum and curriculum standards.<br />
In addition, to help Vanuatu meet its human<br />
resource needs, each year NZAID provides up<br />
to 25 tertiary scholarships for study in Pacific<br />
institutions and five awards for study in New<br />
Zealand. The scholarships programme is<br />
supplemented by a Short-Term Award Scheme<br />
to support professional training or attachment to<br />
a New Zealand organisation to gain hands-on<br />
experience.<br />
France<br />
Education, agriculture and food safety were<br />
the main priorities for France’s aid to Vanuatu<br />
between 2006 and 2010. In the education sector,<br />
French cooperation aims at helping Vanuatu to<br />
define and implement an education system reform<br />
aimed, in particular, at creating true bilingualism<br />
in a concerted manner with all the other donors.<br />
Within the SWAp context, France participates<br />
in a multinational study establishing a diagnosis<br />
of the education system and formulating reform<br />
