Francis Machira: Commissioners, watu wa Kinamba, langu ni kuuliza wananchi wa Kinamba. Ati hii ndiyo siku yetu ile<br />

tulikuwa tunangonjea hapa kwetu. Commissioners wamefika na watakuwa na sisi tuwapatie kile kitu tumefanya. Ile mipango<br />

yote mmefanya, tafadhali muwapatie ili Kenya yetu iendelee. Asanteni na tutulie na tutaanza. Commissioners watatuambia vile<br />

tutafanya kutoka saa hii asante.<br />

Com. Ibrahim Lethome Asante sana. I now want to constitute this is a meeting <strong>of</strong> the Constitution <strong>of</strong> Kenya Review<br />

Commission, sitting at Kinamba catholic church. We are here to receive your views about the Constitution. It is a very<br />

important day for you. Because without your views a new Constitution cannot be prepared. With me are two other<br />

<strong>commission</strong>ers. To my left is Com. Ibrahim Lethome Lenaola. And to my right is Com Lethome Asman. And my name is<br />

Pr<strong>of</strong>essor Okoth Ogendo. I am a Commissioner.<br />

We also have staff who are sitting across there: to the right, Treza Opondi the Programme <strong>of</strong>ficer. Jomo Nyaribo the Ass<br />

Programme Officer. And Martina Odhiambo the verbatim recorder. Every thing we say here will be recorded, will be taken to<br />

Nairobi, will be transcribed, and will be analysed. We shall then write a report for this constituency to be called the Laikipia<br />

West Constituency report. That report will come back to you here, together with the report for the whole country. You will<br />

have 60 days to study that report and to debate it and to verify it, to ensure that we have correctly recorded your views. There<br />

will also be a draft Constitution which will come back to you. And you will also have an opportunity to discuss it.<br />

Now this is the way we ae going to proceed: if you have a memorandum, and you don’t want t address the Commission, we<br />

will ask you to register that memorandum: you will come forward and sit infront here and we will give you five minutes to tell us<br />

the main points in the memorandum. If you don’t have a memorandum, and you want to address the Commission we will also<br />

ask you to come and sit infront <strong>of</strong> us and address the Commission. And we will give you between 5 and 10 minutes to do so.<br />

You may speak in any language you choose. You can address us in English and Kiswahili, or any local language that you are<br />

comfortable with. If you address the <strong>commission</strong> in a language other than English or Kiswahili, there will be an interpretor.<br />

Remember that you are addressing the Commission, and your views are your own. The act under which we operate, protects<br />

you against any harassment from any quarter in respect <strong>of</strong> anything that you say to us. It also protects you when you are coming<br />

to this meeting or when you are leaving this meeting. So don’t be afraid to say anything that you think we ought to hear.<br />

Whether there is a chief here or a DO or a DC, remember that you should not be frightened by the presence <strong>of</strong> any <strong>of</strong> those<br />

people. You are addressing the <strong>commission</strong>, it is your chance after 39 years <strong>of</strong> independence. You now have an opportunity<br />

and don’t squander that opportunity by saying that I am afraid <strong>of</strong> the DO, I am afraid <strong>of</strong> the Chief, I am afraid <strong>of</strong> the DC. This is<br />

the <strong>commission</strong> meeting. It is not the meeting <strong>of</strong> the Government.<br />

Now we will take the list. And we will go down the list in accordance with the order in which you have registered. But if you<br />

have an urgent matter that you want to attend to or if there are school children or hospital workers or the disabled, who requires
