In this region we have a lot <strong>of</strong> problem with the security and the biggest problem we have the armed people around us. We<br />
have the Pokot who are armed, we have the Turkana with arms, we have the Tugen with arms. The only one community here I<br />
am sorry to say the Kikuyu are not armed and you are surrounded by that type <strong>of</strong> people. in some area like Kuremarani and<br />
Tumuruti you cannot keep an animal. You cannot keep a cow or a goat if you don’t come from these pastoral tribes. So we<br />
want the Constitution that will empower people …………… (inaudible) even if it means we open shops for guns. Let us get<br />
the shop for guns because we are surrounded by people with guns. (clapping).<br />
Number two poor Kenyans need free education at least at primary level. I think that one has been repeated again. There are<br />
some area here where even if a child passes they are so poor because <strong>of</strong> the security. Infact every here is security. People are<br />
very hardworking. If you sell your maize people come at night and take the little money you had. Then the child will not go to<br />
school.<br />
We want a Constitution that will give power to communities with allocation <strong>of</strong> resources in their area e.g forests and minerals.<br />
Tuko na forests hapa surrounding us then people wanatoka huko upande wa Kano. They are given these forests and we have<br />
got landless people in Laikipia. The Constitution that could be there must address that issue very seriously about the resources<br />
and the communities who are looking after the resources.<br />
Then we are talking about the Constitution should have a provision where all citizens should be assured <strong>of</strong> the next meal a<br />
human right. Chakula iwe a human right for the Government to provide where necessary. Because when you plant your maize,<br />
those pastoral people bring their cattle and the whole shamba is destroyed especially in marginal areas <strong>of</strong> Marumanet and<br />
…………. (inaudible). So the Government should provide food and water where necessary as a human right.<br />
Another thing that is very big problem, number five, is abolition <strong>of</strong> Provincial Administration. The Provincial Administration is<br />
not necessary. What we need is a strong local council, Local Authority. The duties <strong>of</strong> these Commissioners can be taken by<br />
the county council chairmen who are answerable to the people. They are elected by the people. so that tunamuliza kwa why<br />
are we being killed The roles <strong>of</strong> the Chief to be taken over by the Councillor. The chief has no roles because he is not<br />
answerable to us. We want somebody answerable to the people. and the mayors and the chairmen <strong>of</strong> country council can play<br />
the roles <strong>of</strong> the DO. You can see the whole provincial administration is just a burden to protect the Executive. I don’t think<br />
there is an other role they play.<br />
Number six, the Constitution that will uphold complete separation <strong>of</strong> power between the Executive arm <strong>of</strong> the government the<br />
Judiciary, and the Legislature is very disappointing to note that the Attorney General seats in all the three arms <strong>of</strong> the<br />
Government. The President is the head <strong>of</strong> the Executive, he appoints judges, he is an MP, ni mwalimu number moja. You can
