Parliament. And we should have also the separation <strong>of</strong> power. That is the Executive, the Legislature and the Judiciary should<br />
be put in place so that we have separational power for checks and balances.<br />
On the Legislature the Parliament should determine and collect the appointments <strong>of</strong> Minister, Assistant Minister and make more<br />
pr<strong>of</strong>essional and accountable. The court judges through a Parliament judicial committee and appointment <strong>of</strong> public service<br />
<strong>of</strong>ficers and also independent police service <strong>commission</strong>. The powers <strong>of</strong> Parliament should be expanded to impeach the<br />
President in the event <strong>of</strong> good will conduct. Debate and approve Government expenditure. Debate and approve acquisition <strong>of</strong><br />
external role by the Government which should be barred by majority votes.<br />

David Kamanda: On the Executive we said that the President should be the ages <strong>of</strong> 45 and 70 years. Be <strong>of</strong> good conduct,<br />
and good moral and one who has no criminal record. On part <strong>of</strong> the Judiciary we have said that they should be an independent<br />
and impartial judiciary. On part <strong>of</strong> Local Authority all councilors should be elected and they should be answerable.<br />

David Kamanda: On basic rights the Government should provide for social, economic and cultural development to all the<br />
citizens <strong>of</strong> this country. So we should have basic rights for all the citizens even the disabled and everybody in this country.<br />
And lastly, land and property: The Government should have the property. Big junks <strong>of</strong> land that are around our area. Should<br />
be given to those people who are landless because they are left idle for wild animals and we have landless people around us.<br />
On public finances: Parliament should approve the expenditure. We should have the <strong>of</strong>fice <strong>of</strong> the Controller and Auditor<br />
General who should be independent and …….. (inaudible) and should have another <strong>of</strong>fice <strong>of</strong> anti-corruption unit which has<br />
power to arrest and prosecute. So this one should be put in a new Constitution.<br />
