The mission of the McKinley Charter <strong>School</strong> is to educate students for<br />

responsible behavior in their home, school, and community. The school<br />

meets students where they are and helps them move forward<br />

academically and behaviorally. The discipline model used is designed to<br />

foster self-control.<br />

McKinley Charter <strong>School</strong> has five components. Each component serves<br />

a specific population and delivers a unique curriculum. Two components<br />

are located on-site. The Credit Component serves students in grades 6-12,<br />

and the Competency Component serves 17- to 20-year-old students. The<br />

third component is the Detention Center, located at the Eau Claire<br />

County Courthouse. This component provides educational services to<br />

students who are detained in the Northwest Regional Detention Center.<br />

The fourth component provides educational services to students under the<br />

age of 21 who have not completed a high school diploma and are housed<br />

in the Eau Claire County Jail. The fifth component is Homebound<br />

<strong>Services</strong>, provided to Eau Claire Area <strong>School</strong> District students who will<br />

be absent from school for 30 days or more.<br />

The Walworth County Educational Consortium Alternative High <strong>School</strong><br />

(WCEC) began operation in 1990 as a collaborative effort of the school<br />

districts of Delavan–Darien, Elkhorn, Lake Geneva, Walworth–Big Foot,<br />

and Williams Bay, along with Gateway Technical College. When the<br />

school was chartered in 1999, it expanded to include at-risk students in<br />

grades 9-12. The WCEC is located on the campus of Gateway Technical<br />

College in Elkhorn.<br />

The Flambeau Charter <strong>School</strong> is open to high school juniors and seniors<br />

as a student-driven, independent-learner, Project-Based, performance and<br />

portfolio-assessed program with emphasis on career and technology skill<br />

development. The mission of the Flambeau Charter <strong>School</strong> is to empower<br />

capable high school students to explore and acquire competencies in<br />

emerging technologies and career exploration opportunities and to attain<br />

graduation, certification, or an advanced degree in an independent<br />

learning environment of academic rigor and real life application.<br />

Charter students may participate in either a state-certified workexperience,<br />

youth apprenticeship program, and/or obtain a teachermentor<br />

who is willing to work with them to develop an independent<br />

project in their rea of interest that goes above and beyond what is offered<br />

in traditional course offerings. The goals of the school include expansion<br />

to allow students to (1) explore or master a specific career area with the<br />
