5. THE OPERATIONAL PLAN<br />

Allocating responsibilities<br />

As explained in Section 4-Delivery Program, Council will need to allocate responsibilities for the<br />

various activities in the Operational Plan.<br />

As the detail gets more specific, so the allocation <strong>of</strong> responsibility should be more specific. It is not<br />

sufficient to nominate directors or executive managers as being responsible for Operational Plan<br />

activities. At Operational Plan level, the allocation <strong>of</strong> responsibilities should extend to Manager, or<br />

even Team Leader level, depending on the activities to be undertaken.<br />

Operational Plan responsibilities should be linked to the staff performance system, so that they<br />

become an intrinsic part <strong>of</strong> a staff member’s regular performance review with his or her supervisor/s<br />

(see the diagram in Section 4-Delivery Program).<br />

5.2 Community Comment<br />

<strong>Local</strong> Government Act<br />

The draft plan must be publicly exhibited for at least 28 days <strong>and</strong> public submissions considered before<br />

the final plan is adopted.<br />

The exhibition must be accompanied by maps showing where the various rates will apply within the<br />

local government area.<br />

The Operational Plan must be publicly exhibited to enable the community to provide comments to<br />

Council on the proposed rates, fees <strong>and</strong> charges for the next financial year. There is a requirement<br />

to provide maps showing where various rates will apply in a local government area to make it clear<br />

to the community what the proposed rates for their property will be.<br />

Where councils have chosen to do all four Operational Plans in advance, it is important that they<br />

explain to the community that the latter three operational plans are draft plans <strong>and</strong> may be subject<br />

to change.<br />

Council will still need to exhibit each Operational Plan annually because it contains proposed rates,<br />

fees <strong>and</strong> charges for the year.<br />
