4. THE DELIVERY PROGRAM<br />

4.5 Linking with the resourcing strategy<br />

Essential Element 3.3<br />

The Delivery Program must inform <strong>and</strong> be informed by, the Resourcing Strategy.<br />

Essential Element 3.6<br />

Financial estimates <strong>of</strong> the income <strong>and</strong> expenditure for the four year period must be included in the<br />

Delivery Program, in line with its activities.<br />

The work already undertaken for the Resourcing Strategy will provide Council with some important<br />

information to help it develop the Delivery Program. This will include:<br />

the levels <strong>of</strong> service the community expects in terms <strong>of</strong> asset management<br />

the cost <strong>of</strong> any proposed major works or programs <strong>and</strong> the impact these may have on<br />

Council’s financial sustainability<br />

how much extra the community is willing to pay to achieve its strategic objectives<br />

whether external funding may be available for some projects<br />

the implications <strong>of</strong> the Community Strategic Plan in terms <strong>of</strong> Council’s workforce planning<br />

the ongoing operational costs <strong>of</strong> Council.<br />

Using this information, Council can start to put its Delivery Program together. What is realistically<br />

achievable in the next four years What are the priorities How will programs be scheduled<br />

As the Delivery Program is developed, more details can be added to the Long Term Financial Plan.<br />

The relationship is shown in the next diagram:<br />

Councils may, if they wish, prepare all four Operational Plans for their term <strong>of</strong> <strong>of</strong>fice at the same<br />

time. However, these plans will need to be reviewed, exhibited <strong>and</strong> amended annually, as<br />

appropriate. Where a council has applied for a special variation to general income to finance<br />

strategic objectives, it may be appropriate to prepare a set <strong>of</strong> Operational Plans.<br />
