All issues will have multiple threads <strong>and</strong> connections because things don’t work in isolation within a<br />

community. The environment, for example, is not a separate entity – it has connections with the built<br />

environment, social structures <strong>and</strong> the local economy. Infrastructure has links to community<br />

services, economic needs <strong>and</strong> environmental outcomes. Decisions about community services affect<br />

l<strong>and</strong> use planning. Decisions about public health affect asset management, <strong>and</strong> so on. Exploring<br />

these connections will help to develop a more integrated planning framework.<br />

Examples<br />

The following examples suggest how councils might explore the various issues that are highlighted<br />

in the pre-plan process.<br />

Assuming that climate change has been identified as a significant issue, it is important to<br />

underst<strong>and</strong> not only the global implications, but also the possible local effects. Some <strong>of</strong> the<br />

information Council might draw on to help people underst<strong>and</strong> this issue could include:<br />

climate change models that relate to the local area or region (eg sea level projections)<br />

population projections <strong>and</strong> demographic pr<strong>of</strong>iles<br />

state, national or global targets or policies that may be relevant<br />

information on local greenhouse gas production eg energy consumption, number <strong>of</strong> vehicles<br />

in the LGA<br />

projects that are already underway at local, regional, state or national level.<br />

It is also important to consider some <strong>of</strong> the possible implications <strong>of</strong> this issue on the local<br />

community. For example, if the community were to reduce local vehicle usage as one <strong>of</strong> its climate<br />

change strategies, what impacts might this have on l<strong>and</strong> use planning decisions, urban design,<br />

investment in new infrastructure, increased need for public transport etc What are some <strong>of</strong> the<br />

financial implications <strong>of</strong> these impacts<br />
