3. THE RESOURCING STRATEGY<br />

Implementing the Asset Management Strategy<br />

Implementing the maintenance <strong>and</strong> improvement actions will have a strategic <strong>and</strong> corporate<br />

significance to the council <strong>and</strong> may involve significant resources. All councils, irrespective <strong>of</strong> size or<br />

location, need to ensure that the sustainable management <strong>of</strong> assets is a ‘whole <strong>of</strong> council’<br />

responsibility, <strong>and</strong> that this is recognised at all levels within Council.<br />

Implementing the Strategy will therefore require Council to:<br />

<br />

identify <strong>and</strong> allocate responsibilities <strong>and</strong> accountabilities<br />

define performance measures for each asset manager in terms <strong>of</strong> quality, quantity, timing<br />

<strong>and</strong> budget<br />

train staff in asset management concepts <strong>and</strong> principles, s<strong>of</strong>tware usage, data collection <strong>and</strong><br />

data input<br />

monitor <strong>and</strong> report on progress.<br />

If it is to be implemented effectively <strong>and</strong> efficiently, the Strategy should include a risk assessment<br />

matrix that identifies:<br />

<br />

<br />

the actions to be undertaken<br />

who is responsible for those actions<br />

the resources required to complete them<br />

linkages with other required actions<br />

the consequences for Council if those actions are not completed.<br />

Such a matrix will assist the council in allocating its resources to the required actions <strong>and</strong> allocating<br />

appropriate timeframes for their completion.<br />
