4. THE DELIVERY PROGRAM<br />

4.8 Community comment<br />

Essential Element 3.7<br />

Council must consider the priorities <strong>and</strong> expected levels <strong>of</strong> service expressed by the community during<br />

the engagement process for the Community Strategic Plan when preparing its Delivery Program.<br />

Essential Element 3.8<br />

The draft Delivery Program must be exhibited for public comment for a minimum <strong>of</strong> 28 days <strong>and</strong> public<br />

submissions considered before the final program is adopted.<br />

The community engagement process for the Community Strategic Plan should have provided<br />

Council with a clear view <strong>of</strong> what the community wants for its future <strong>and</strong> what its priorities are. There<br />

is no need to go to a second round <strong>of</strong> engagement to develop the Delivery Program, unless Council<br />

chooses to do so. However, it is important to keep faith with the community by ensuring that the<br />

Delivery Program reflects the sentiments <strong>and</strong> expectations expressed during the community<br />

engagement process.<br />

The minimum requirement is that the Delivery Program is placed on public exhibition for 28 days<br />

<strong>and</strong> that comments received from the public are considered before Council formally adopts the<br />

Program.<br />

In planning the public exhibition, Council should give consideration to the particular circumstances<br />

<strong>of</strong> its community. Will placing an advertisement in a newspaper be sufficient to let people know<br />

about the exhibition How could people access the document outside <strong>of</strong> business hours How could<br />

comments be collected<br />
