2. THE COMMUNITY STRATEGIC PLAN<br />

When identifying the key issues for your council’s community, use the four key areas <strong>of</strong> the<br />

Community Strategic Plan. The range <strong>of</strong> issues you identify must broadly address all these key<br />

areas.<br />

Other plans<br />

An important part <strong>of</strong> gathering information is to look at existing plans, strategies <strong>and</strong> other sources<br />

<strong>of</strong> information to see what has been highlighted before. Are any <strong>of</strong> these issues relevant to our<br />

community Should they be incorporated into our Community Strategic Plan<br />

Under the new framework, councils are required to give due regard to the State Plan, <strong>and</strong> other<br />

relevant state <strong>and</strong> regional plans. Councils are also required to consider relevant state or regional<br />

draft plans <strong>and</strong> strategies that are available.<br />

Councils already have obligations in respect to l<strong>and</strong> use planning, regional strategies <strong>and</strong> the<br />

Sydney Metropolitan Strategy (where applicable). These should be considered when preparing the<br />

Community Strategic Plan.<br />

The State Plan<br />

The NSW State Plan was developed after a consultation program in 2006. It combined issues<br />

highlighed through the Government’s own research, as well as concerns raised by community<br />

members throughout NSW.<br />

The Government committed to a review after three years, which has now been completed, to ensure<br />

the plan continues to remain relevant <strong>and</strong> effective.<br />

The NSW State Plan 2009 sets clear priorities for Government action to reflect the community’s<br />

vision for the future <strong>of</strong> NSW in which:<br />

1. Our economy grows stronger — supporting jobs <strong>and</strong> attracting business investment<br />

2. Our transport network is world class — safe, reliable <strong>and</strong> accessible<br />

3. Our state is the Clever State — our children are better educated, our people more skilled<br />

<strong>and</strong> we are known for our research <strong>and</strong> innovation<br />

4. Our health system provides the highest quality care accessible by all<br />

5. Our state is the Green State — our energy is clean, our natural environment is protected <strong>and</strong><br />

we are leaders in tackling climate change<br />

6. Our cities <strong>and</strong> towns are great places to live, we experience a high quality <strong>of</strong> life <strong>and</strong> a<br />

strong sense <strong>of</strong> community<br />

7. Our most disadvantaged communities are strengthened <strong>and</strong> our most vulnerable citizens are<br />

supported<br />

8. Our police <strong>and</strong> justice systems keep people safe.<br />

The NSW Government has set challenging targets to achieve these goals.<br />

Reviewing the State Plan’s priorities, targets <strong>and</strong> actions may give Council a starting point to<br />

identifying relevant issues for its Community Strategic Plan. It will also provide a clear view <strong>of</strong> where<br />

the NSW Government will be investing its energies in coming years.<br />
