4. THE DELIVERY PROGRAM<br />

4.2 Single point <strong>of</strong> reference<br />

Because the Delivery Program is the key accountability mechanism for each council, it is important<br />

that it embrace all aspects <strong>of</strong> the council’s operations. The aim is to create a document that<br />

Councillors <strong>and</strong> staff should regard as their central reference point for decision making <strong>and</strong><br />

performance monitoring.<br />

Although it may seem challenging to incorporate regulatory <strong>and</strong> business functions into the Program<br />

at first, these activities should be carried out in such a way as to achieve Council’s wider strategic<br />

objectives. Examples <strong>of</strong> incorporating these areas into the Program are included in this section.<br />

Integrating the plans<br />

Essential Element 3.2<br />

The Delivery Program must directly address the objectives <strong>and</strong> strategies <strong>of</strong> the Community Strategic<br />

Plan <strong>and</strong> identify specific actions that council will undertake in response to the objectives <strong>and</strong> strategies.<br />

Essential Element 3.4<br />

The Delivery Program must address the full range <strong>of</strong> council operations.<br />

It is important to remember that the Delivery Program is part <strong>of</strong> a larger process – the Community<br />

Strategic Plan sets the community’s agenda for the future, the Resourcing Strategy identifies<br />

matters that are within Council’s realm <strong>of</strong> responsibility, <strong>and</strong> the Delivery Program <strong>and</strong> Operational<br />

Plan spell out Council’s plan <strong>of</strong> action for responding to these matters. The strategies identified in<br />

the Community Strategic Plan should be carried through to the Delivery Program <strong>and</strong> the actions<br />

identified in the Delivery Program should be carried through to the Operational Plan. The diagram<br />

that follows shows how the various levels <strong>of</strong> the planning framework connect.<br />
