2. THE COMMUNITY STRATEGIC PLAN<br />

A suggested timeline for the planning process follows:<br />

6-12 months before local<br />

government election<br />

Outgoing council oversees a review <strong>of</strong> progress in<br />

implementing the Community Strategic Plan. The report is<br />

presented to the final meeting <strong>of</strong> Council <strong>and</strong> published in<br />

the Annual Report.<br />

Council <strong>of</strong>ficers begin a review <strong>of</strong> the information that<br />

informs the Plan <strong>and</strong> update statistics etc as required.<br />

Preliminary consultation with target groups or community<br />

satisfaction surveys may be conducted to improve the<br />

information base for the Plan.<br />

First 3 months <strong>of</strong> new council<br />

October-December<br />

New councillors undertake an induction program <strong>and</strong><br />

become familiar with their responsibilities in the planning<br />

process, review the report on the Community Strategic Plan<br />

from the previous council <strong>and</strong> read the updated information<br />

that staff have prepared.<br />

Council <strong>of</strong>ficers finalise the underpinning information for the<br />

Community Strategic Plan <strong>and</strong> present it to councillors via<br />

reports/discussion papers/workshops etc. The General<br />

Manager oversees the preparation <strong>of</strong> the Community<br />

Engagement Strategy, in consultation with councillors.<br />

3-9 months after election<br />

January - March<br />

Community engagement program is undertaken <strong>and</strong> a draft<br />

Community Strategic Plan prepared.<br />

Resourcing Strategy is reviewed <strong>and</strong> updated <strong>and</strong> a draft<br />

Community Strategic Plan <strong>and</strong> resourcing options are<br />

presented to the community for further comment. Work<br />

commences on the Delivery Program.<br />

6-9 months after election<br />

April - June<br />

The Community Strategic Plan, Resourcing Strategy,<br />

Delivery Program <strong>and</strong> Operational Plan for Year 1 are<br />

finalised <strong>and</strong> adopted in time for the new financial year.<br />
