1. T HE PLANNING FRAMEWORK<br />

1.2 Timeframes <strong>and</strong> sequencing<br />

1. Scoping<br />

Council gathers information to inform the Community Strategic Plan: What do we know<br />

about our community What opportunities/pressures could affect our community in the<br />

future What State/regional plans are already in place<br />

What principles will guide the Community Strategic Plan A community engagement<br />

strategy is prepared. Information is presented in a format that can be used for community<br />

consultation.<br />

2. Engagement<br />

Council leads community engagement to identify long-term objectives <strong>of</strong> the community,<br />

strategies to achieve these objectives <strong>and</strong> the levels <strong>of</strong> service the community expects.<br />

Consultations with relevant State agencies <strong>and</strong> Catchment Management Authorities to<br />

identify opportunities may also be considered in consultations at this stage. A draft<br />

Community Strategic Plan is prepared.<br />

3. Resourcing<br />

Council sorts out which <strong>of</strong> the strategies outlined in the Community Strategic Plan are its<br />

direct responsibility <strong>and</strong> which are the responsibility <strong>of</strong> other agencies/groups.<br />

Council prepares long-term financial plans for those matters which are its responsibility<br />

<strong>and</strong> prepares projected costings based on the level <strong>of</strong> service required by the<br />

community. The projections should consider matters such as the need for special<br />

variations to general income. Work commences on the development or review <strong>of</strong> the<br />

Asset Management Strategy. Strategies which are not council’s responsibility are<br />

brought to the attention <strong>of</strong> other agencies or organisations. Partnership arrangements<br />

are encouraged. By this stage, a risk assessment process should be developed.<br />

4. Final plan<br />

The draft Community Strategic Plan, with resourcing options, is presented back to the<br />

community for review <strong>and</strong> comment. Any amendments are made <strong>and</strong> the Community<br />

Strategic Plan is formally endorsed by Council on behalf <strong>of</strong> the community.<br />

Council’s Asset Management Strategy is finalised at this point. Possible impacts on the<br />

<strong>Local</strong> Environmental Plan are identified.<br />
