Toronto (1). Canada’s preem<strong>in</strong>ent global gateway, Toronto<br />
dom<strong>in</strong>ates the country’s bus<strong>in</strong>ess landscape, concentrat<strong>in</strong>g<br />
f<strong>in</strong>ancial services and <strong>in</strong>dustrial activity. “It’s where people<br />
want to be: the bulk of immigration heads there.” In a “close to<br />
bulletproof” office market, rents have firmed just as the important<br />
bank<strong>in</strong>g sector starts to cut back, “putt<strong>in</strong>g a cap on office<br />
development.” Institutions own 75 percent of downtown build<strong>in</strong>gs:<br />
“They effectively work <strong>in</strong> concert to keep vacancies low<br />
and avoid shoot<strong>in</strong>g themselves <strong>in</strong> the foot.” “Spotty” suburban<br />
office space suffers from move-back-<strong>in</strong> trends favor<strong>in</strong>g downtown<br />
locations. Commercial nodes situated near mass transit<br />
stations perform better. About half the nation’s <strong>in</strong>dustrial space<br />
is located <strong>in</strong> the Greater Toronto area (GTA); the manufactur<strong>in</strong>g<br />
dip hits older warehouses harder, but new higher-ceil<strong>in</strong>g space<br />

Markets to Watch<br />
Toronto and Vancouver reta<strong>in</strong> their top survey rank<strong>in</strong>gs, boosted<br />
by <strong>in</strong>ternational gateway status and diversified economies.<br />
Calgary and Edmonton rebound with recent energy market<br />
ga<strong>in</strong>s, while Ottawa benefits from its large and susta<strong>in</strong><strong>in</strong>g government<br />
jobs base. Montreal holds steady, and Halifax shows<br />
new strength from ramped-up energy exploration activity off<br />
the East Coast. In general, major metropolitan areas actively<br />
encourage development of downtown residential space and try<br />
to discourage suburban sprawl, creat<strong>in</strong>g growth boundaries.<br />
They look to control costs on build<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g expensive<br />
transportation, sewage, and water <strong>in</strong>frastructure to outly<strong>in</strong>g<br />
districts, and to relieve <strong>in</strong>creas<strong>in</strong>g traffic congestion. These<br />
moves should enhance already-attractive 24-hour environments<br />
<strong>in</strong> these cities and position them to deal with expand<strong>in</strong>g populations<br />
over com<strong>in</strong>g decades. Local planners may need to pay<br />
greater attention to provid<strong>in</strong>g parks and other recreational space<br />
<strong>in</strong> and around new condom<strong>in</strong>ium corridors located near center<br />
cities. Especially <strong>in</strong> Toronto, the proliferation of new apartment<br />
towers leaves residents without immediate access to play<strong>in</strong>g<br />
fields or nearby green environs. The accommodations may work<br />
for young professionals more <strong>in</strong>terested <strong>in</strong> the local bar and<br />
restaurant scene, but do not accommodate the needs of families<br />
with children. Limitations on s<strong>in</strong>gle-family hous<strong>in</strong>g projects,<br />
meanwhile, <strong>in</strong>crease values on highly coveted suburban homes<br />
located <strong>in</strong> <strong>in</strong>ner r<strong>in</strong>gs. Some <strong>in</strong>terviewees wonder whether<br />
prices will become unaffordable for many families, kill<strong>in</strong>g the<br />
