Study of the ICT sector in Greece: Current Situation and Future Trends Deliverable 14: Prospects of the ICT sector in Greece-policy implications At the level of broader public policies and State’s functioning that could have an impact on the ICT sector Boosting entrepreneurship and create financial mechanisms for the initiation of entrepreneurial activity Simplification of the institutional and regulatory framework of Public Administration’s functioning so as to improve the business environment Increase of the total expenditures on R&D, providing motives (e.g. tax) to the firms for research collaborations with universities Greater effort for aligning market needs with academia, so as the graduates fit market’s requirements best. Effective allocation and management of the resources under the 4th programming period, by utilizing the experience and successful mechanisms from the previous CFS A more stable and simpler tax environment that will facilitate the strategic planning of the firms Removal of the barriers for foreign direct investments on the ICT sector 2. Introduction This report constitutes Deliverable 14 in the context of the “Study of the sectors of Information Technology and Telecommunications in Greece: Current Situation and Prospects” and concerns the final report of ICT sector’s prospects in Greece. Drawing from the empirical data and material that was gathered during the previous stages of the project, the basic findings are pinpointed. These points concern the current developments and the prospects of the ICT sector. On the basis of these findings, both the sector’s prospects and the policies that could support them are illustrated. The deliverable is constituted by three main sections. In the first section, the general economic environment is presented at both an international and Greek level. Its objective is to present the current macroeconomic conditions of the European and Greek economies, to analyse the basic characteristics of the economic policy, the business climate, and the estimated changes of the economic figures. The second section primarily refers to the basic findings for the ICTs market’s structure and the changes that take place, and secondarily to the basic characteristics of the ICT firms that define their future potential (sources/ obstacles of growth). These findings further document the estimations for the domestic ICT sector and the preconditions for its further growth. October 2006 Observatory for the Greek IS 9
