Our work built on the previous studies. Question: Will EA consider the changes in transit patterns while construction is on-going? Response: Yes, will look at impacts to transit users and consider duration, bus routings, etc. Question: Will traffic impact to local streets be looked at? Response: Yes, OC Transpo has done some work as to where buses will go during construction. Provincial interest is at a higher level, not specific road corridors or locations. Diversions may have a large impact but they are of a short duration. Question: Will construction be done in increments, or will whole corridor be closed at once? Response: Construction will likely be incremental, starting with tunnel, M&S facility and major stations where work can be done off-line, without impacting traffic and transit operations. Transitway would be closed in logical segments. When the work is finished the whole line will open up at once. The final procurement strategy may alter this general approach, and the successful contractor may decide on a different approach. Question: Will project use one tunnelling machine or two? How will tunnel be constructed? Response: That will be a contractor decision. Using one machine, it would start at LeBreton, tunnel under downtown and be pulled out either at Campus Station or the Mann Ave. portal and be returned to LeBreton for the second run. Two machines would operate in parallel, also starting from LeBreton, with one machine being launched 3-4 months before the second one. Contractor will have to decide on best approach. Short length of tunnel will likely not provide an advantage to using multiple machines. Question: Where are the “ugly” parts of the project going to be? Depends on complexity involved at each location. Question: 18-24 months at each station? Will this be concurrent or overlap at all? Response: It is likely that the construction of the underground stations will be slightly staggered, but there will be a time when all are under construction at once. The exact details will depend on contractor. Comment: Utility relocations, etc. will also need to be done. Response: The integration of station accesses and vent shafts into existing buildings or vacant sites would help limit disruption as they would not impact utilities under the City’s roads. Those trade-offs come later. Comment: City is gathering more detailed geotechnical information this year. Borehole drilling will have some disruption and will likely occur within the next several months. Public Open House #4 The next Public Open House will be on 23 February 2010, from 5:00 p.m. to 8:30 p.m. There will be no presentation component to this event. The focus of this Open House is on the provincial EA process and requirements. Process Moving Forward Key dates: Public Open House – 23 February 2010 Draft Environmental Project Report available – March 2010 Notice of Completion (initiates 30-day public review) – April 2010 Comment: From an official perspective, this is the final meeting of the BCG. All BCG members are stakeholders in the project, please bring forward any issues you still have during the EA process and we will consult with you on an individual basis. Comment: Concerns have been raised previously. And we will assume that they will be addressed without being raised again. Question: Is the provincial EA process being used the speeded up one? Response: Yes. The project is following the new provincial process for transit projects, which not only speeds up the process, but provides definitive timelines to the proponents. Use of a TBM will mean less disruption downtown but access shafts will require disruption at localized spaces above each of the downtown stations. Response: Yes, we have coordinated with that study. The design of Bayview Station will accommodate an interprovincial link. Design of tunnel alignment east of Rideau could accommodate branching for future link to north/east. Further work will be needed during preliminary design. Hopefully more details from the interprovincial study will be available by then. 3. Closure As this is likely the last meeting of the BCG, members were thanked for their participation in the study. The meeting notes and presentation will be posted on the ftp site as soon as possible. Presentation A PowerPoint presentation was given providing an update of the project, the EA process, the upcoming Public Open House and the study process moving forward. DOTT Project Update A general update on the project status and schedule was presented Maintenance and Storage Facility An overview of the functional design for the M&S Facility was provided. Question: What is the distance between the M&S Facility and the mainline? Response: Approximately 400 - 500 m distance between the facility and mainline. Question: Are those skylights on the building? Response: Yes, design shows skylights for natural lighting of offices and work space, but design is conceptual at this stage. Will be looking to incorporate green features (e.g. green roof, natural light) into facility. EA Process An overview of the federal and provincial EA processes was provided. The focus of this meeting is on the provincial EA process. An overview of the assessment of effects and mitigation, project benefits and environmental factors being considered as well as commitments to future work was also provided.
