ORDINARY COUNCIL MINUTES – 15 DECEMBER 2010 34 9 – 10 out. The fact is that for $10.00 anyone can fill a trailer with a cage almost the same as our 3m3 Bins, the figures speak for themselves. Following are figures of Bins collected per Month, 2009 2010 June 33 June 35 July 36 July 29 August 44 August 18 September 38 September 23 We the Owners of Shark Bay Skips are trying to keep this Business in town to provide a valuable service in keeping this Beautiful World Heritage area clean of litter. Also we employ one person and provide Bins for Fundraising and Community Events Free of Charge. Any assistance in waiving or reduction of fee’s would greatly assist this local Business which we introduced to Denham and have run successfully for five years. Yours Faithfully, Jeff Jarvis Background The Shire of Shark Bay currently charge the same rate of $10.00 per cubic metre for commercial rubbish disposal and bulk bins. Therefore any one bringing rubbish to the tip site in a trailer will be charged per cubic metre of rubbish disposed. A 1.8L x 1.2W x 1.4H trailer holds 3 cubic metres. The cost to dispose of this is $30 the same as for a 3 cubic metre skip bin. From research in the region, other skip bin services charge as follows Carnarvon where no tipping fees apply. 2.0 cubic metre skip bin service $85 equates to $42.50 per cubic metre. Geraldton where tipping fees for bulk bins are charged at $57.20 per tonne. 4.0 cubic metre skip bin service $140 equates to $35.00 per cubic metre. Plus $5 per week bin rental. Shark Bay where tipping fees for bulk bins are charged at $10 per cubic metre. 3.0 cubic metre skip bin service $107 equates to $35.66 per cubic metre. The current price charged by Shark Bay Skip Bins including the tipping charges is reasonable and comparable to other similar businesses in the region. Comment It is appreciated that the drop off in operations for Shark Bay Skip Bins may be partly due to the user pays refuse site charges introduced by the Shire as of 01 July 2010. Prior to 01 July 2010 all commercial rubbish recovery costs were worn by commercial ratepayers, which put this business in the fortunate position of not incurring any refuse site charges as there is no commercial premises linked to the business. There is a lot of construction work that is due to commence early in the new year in Denham. It is anticipated that this will bring an increase of business to Shark Bay Skip Bins operations as they are the only provider of this service in Denham. Legal Implications Local Government Act 1995; Section 6.16 Imposition of Fees and Charges, and Section 6.17 Setting the Level of Fees and Charges.

Strategic Implications Providing discounts to businesses on an individual basis could set a precedence for other business owners to request discounts on fees and charges.
