A) That Council require building approval to be obtained for the installation of
solar panels attached to dwellings, outbuildings and or grid mounted
construction.

obtained for the installation of solar panels or grid mounted constructions.

Reason:
Council wish to maintain some control on the installation of systems to reduce
potential impact on adjoining properties.
Council Resolution
That Council advise that it does not require building approval to be obtained
for the installation of solar panels attached to the roof of residential dwellings,
however grid mounted constructions in residential areas will require a building
permit.

The question has been raised as to whether or not the attachment of solar panels to
the roof of a dwelling or installed as a land based grid requires the issue of a building
license approval. This report details the issues and provides Council with two alternate
recommendations.
Background
Under the provisions of the Building Code of Australia the following applies:
a) Any structure erected on a property is considered to be a building if it is above
600mm in height.
b) Any attachment to a building if it is not an integral part of the building is
considered to be an addition.
