Recommendation
(a) That Council adopt a Forward Capital Works Plan, as amended, and
for this to be forwarded to the Department of Regional Development
and Lands;
(b) That Council set priorities for projects, inclusive of priorities for each
year of the Plan.
Amendment to Recommendation
Reason: The Council felt that the priorities could be set when setting
the budget in June 2011.
Council Resolution
That Council adopt a Forward Capital Works Plan, as amended, and for
this to be forwarded to the Department of Regional Development and
Lands;

Background
In April 2010 Council was invited by the Department of Regional Development and
Lands to apply for funding to undertake a study of a five year Forward Capital Works
Plan.
Council successfully sought funding totalling $35,000 (from the 2009/10 Country
Local Government Fund or CLGF - monies) to engage a consultant to undertake the
plan which is limited to infrastructure planning only (IE: It excludes plant, furniture
and equipment).
The agreement with the Department of Regional Development and Lands requires
Council to adopt a Forward Capital Works Plan, which includes priorities for projects
and for the Plan to be submitted to that Department by no later than 31 December
2010.
For the information of Councillors, the Department of Regional Development will not
release any further Country Local Government Funds monies to any Council which
does not complete and adopt a Forward Capital Works Plan and submit a copy to
them.
