<strong>Final</strong> <strong>EA</strong> Addressing Construction, Operation, <strong>and</strong> Maintenance of a Hot Cargo Pad
4.14.2.10 Hazardous Materials <strong>and</strong> Waste
Implementation of the Proposed Action <strong>and</strong> other reasonably <strong>for</strong>eseeable projects would not be expected
to result in a significant cumulative impact on hazardous materials <strong>and</strong> waste. The Proposed Action
would result in a negligible increase in the generation of hazardous materials <strong>and</strong> wastes; however, all
materials would be h<strong>and</strong>led <strong>and</strong> disposed of appropriately. Future projects would incorporate measures to
limit or control hazardous materials <strong>and</strong> waste into their design <strong>and</strong> operation plans. There<strong>for</strong>e, the
effects of the Proposed Action, when combined with other ongoing <strong>and</strong> proposed projects on Kirtl<strong>and</strong>
AFB, would not be considered a significant cumulative effect.
4.14.2.11 Safety
No cumulative impacts on health <strong>and</strong> safety would be expected. The implementation of effective health
<strong>and</strong> safety plans, including those <strong>for</strong> explosives safety, which follow Federal, state, <strong>and</strong> local OSHA
policies, at the work site during demolition <strong>and</strong> construction <strong>and</strong> during facility operation would reduce or
eliminate cumulative health <strong>and</strong> safety impacts on contractors, military personnel, <strong>and</strong> the general public.
4.14.2.12 Aircraft Safety
The Proposed Action would have beneficial impacts on aircraft safety due to reduction of aircraft safety
concerns, such as FOD, aircraft tire-cut potential, <strong>and</strong> insufficient lighting, <strong>and</strong> improvement of the ability
to schedule <strong>and</strong> complete <strong>hot</strong> <strong>cargo</strong> missions. It is unlikely any of the other reasonably <strong>for</strong>eseeable
projects would affect aircraft safety; there<strong>for</strong>e, the Proposed Action would not result in any cumulative
impacts.
4.14.2.13 Socioeconomics <strong>and</strong> Environmental Justice
Implementation of the Proposed Action would result in beneficial impacts on the region’s economy. No
impacts on residential areas, population, or minority or low-income families off-installation would occur.
These effects, when combined with the other projects currently proposed or ongoing at Kirtl<strong>and</strong> AFB,
would not be considered a significant cumulative impact.
4.14.3 Unavoidable Adverse Impacts
Unavoidable adverse impacts would result from implementation of the Proposed Action. None of these
impacts would be significant.
Energy. The use of nonrenewable resources is an unavoidable occurrence, although not considered
significant. The Proposed Action would require use of fossil fuels, a nonrenewable natural resource.
Energy supplies, although relatively small, would be committed to the Proposed Action.
Geology <strong>and</strong> Soils. Demolition <strong>and</strong> construction activities would result in temporary soil disturbance;
however, implementation of BMPs <strong>and</strong> erosion-control measures would limit the environmental
consequences. Although these impacts would be unavoidable, the impact on soils would not be expected
to be significant.
Hazardous Materials <strong>and</strong> Waste. The generation of hazardous materials <strong>and</strong> wastes during demolition
<strong>and</strong> construction activities would be unavoidable; however, these wastes would be negligible <strong>and</strong> h<strong>and</strong>led
in accordance with Federal, state, <strong>and</strong> USAF policies <strong>and</strong> would not be expected to result in a significant
impact.
