Hrozí strata kritických spôsobilostí OS SR.
Napriek tomu očakávam, že sa spoločným úsilím
podarí úspešne realizovať aspoň niektoré
rozvojové projekty, ako sú napr. zavedenie moderného
malého terénneho automobilu Land
Rover Defender do výzbroje OS SR, modernizácia
vrtuľníkov Mi-17 na variant LPZS či pokračovanie
v budovaní systému MOKYS.
Dovoľte mi v tejto súvislosti poukázať na jednu
z veľmi dôležitých možností budovania
spôsobilostí – vzájomnú medzinárodnú spoluprácu.
OS SR doteraz výrazným spôsobom
ťažili s bilaterálnej spolupráce s USA alebo
Francúzskom, avšak ja osobne vidím veľký potenciál
v rozšírení vzájomnej regionálnej spolupráce
v rámci V4. Nedávne spoločné rokovania
so zástupcami Armády ČR nasvedčujú, že
je reálny potenciál nielen na úzku kooperáciu
oboch partnerov v taktickej oblasti prostredníctvom
zdieľania spôsobilostí, ale aj priestor
pre prípadnú spoločnú akvizíciu niektorých
kritických nedostatkových spôsobilostí, napr.
rádiolokačnej techniky.
Čím a akým spôsobom sa chcú Ozbrojené
sily SR prezentovať na tohtoročnom veľtrhu
IDEB v Bratislave?
Medzinárodný veľtrh obrannej techniky IDEB
2012 poskytne priestor na prezentovanie výsledkov
modernizácie OS SR, ich pripravenosti
na plnenie úloh na území Slovenskej republiky
a záväzkov vyplývajúcich z členstva v NATO
a EÚ. Prezentácia rezortu obrany SR na IDEB
2012 sa bude realizovať formou statických expozícií
rozpočtových organizácií rezortu obrany
SR, dynamických ukážok OS SR a vojenskej
polície. Statické expozície budú umiestnené
v hale B0 na 2214 m2 krytej plochy. Ťažká vojenská
technika OS SR bude vystavená na vonkajšej
ploche výstaviska na hlavnom parkovisku
pred halami B1 a B2. Dynamické ukážky
budú realizované na polygóne výstaviska.
Rezort obrany budú svojimi samostatnými expozíciami
prezentovať všetky operačné veliteľstvá
(Pozemné sily, Vzdušné sily a Sily výcviku
a podpory), 5. pluk špeciálneho určenia, Úrad
hlavného lekára OS SR, Národné centrum
EOD, Topografický ústav OS SR a ďalšie zložky
Ministerstva obrany SR.
Ozbrojené sily SR sa budú podieľať na sprievodných
aktivitách IDEB 2012 dynamickými
ukážkami realizovanými pre odbornú a laickú
verejnosť dvakrát počas prvého (VIP) dňa 2.
mája 2012 vrátane slávnostného otváracieho
ceremoniálu o 10.00 hod.
Pozemné sily predvedú odmínovanie mínového
poľa prostredníctvom systém Božena IV, predvedú
RM a MV MODULAR s kontajnerom, vzdušné
sily sa predstavia preletom formácie troch lietadiel
MiG-29 a troch L-39. V prípade vhodných
poveternostných podmienok príslušníci špeciálnych
jednotiek predvedú zoskoky z vrtuľníka
Mi-17 a ukážeme aj rozvinutie a zvinutie odpaľovacieho
zariadenia 5P85DU a 2 x 5V55UDM.
Sily výcviku a podpory OS SR budú zastúpené
jednotkou Čestnej stráže OS SR a vojenskou
hudbou OS SR, ďalej predvedú ukážku manipulácie
s kontajnerom T-815-7 MULTILIFT, plošinou
FLATRACK a Tatrou 815-7 s plničom pohonných
látok 5,3 m3. Pre najvyšších predstaviteľov
MO SR, vysokých politických predstaviteľov SR
a zahraničné delegácie budú určené rokovacie
priestory hlavného stánku MO SR s možnosťou
poskytnutia administratívneho zázemia a príležitostného
občerstvenia.

Dear General, last December
you took over the post of
Chief of the General Staff of
the SVK Armed Forces. What has characterized
the recent period?
I have been serving with the SVK Armed Forces
for the past 34 years and the post of Chief
of the General Staff of the SVK Armed Forces
is a great challenge for me. In this position
I would like to exploit the expertise I have
developed from different positions at various
command levels and build on the positives we
have achieved in the Armed Forces over the
past years. At the same time, I am ready to
go ahead with any necessary changes. For my
tenure as Chief of the General Staff I have also
set, besides the defined priorities, also goals
on which I will place special emphasis, though
they have no hierarchy of order because they
all are on an equal footing, as they are equally
vital to the functioning of the Armed Forces in
the upcoming period. They include continuity,
personnel stability, efficiency, cooperation and
communication.
The Armed Forces keep their training year
firmly connected with the calendar year. Its
beginning is marked with the previous year’s
assessment and analysis, as well as with prescribed
commanders’ meetings that specify
the assigned tasks to be carried out in the upcoming
year and the actual start of training.
Such a gathering took place at the level of the
General Staff on 31 January and 1 February
in the presence of the President of the Slovak
Republic and the Slovak Prime Minister, who
had been entrusted temporarily with the running
of the Slovak Ministry of Defence. On this
occasion I also invited the former Chiefs of
the General Staff to attend the meeting and I
am really pleased to say that Generals Humaj,
Tuchyňa, Mikluš, Cerovský and Bulík accepted
the invitation. What followed after this meeting
was a series of self-assessment sessions
and a further elaboration of the defined tasks
by respective commanders at the other command
levels. My personal effort and presence
in these meetings was aimed at clarifying the
ways how to push forward better thought-out
and more efficient performance strategies and
how to win the support of the widest managerial
staff.
At the beginning of the year we took a series
of measures to boost efficiency and to save
financial resources, and we are now looking
into ways how to cut costs while sustaining or
even enhancing training standards. Towards
this end, in the annual plan we cancelled the
assignments which had repeatedly delivered
unsatisfactory training results. Meetings,
training sessions, competitions and tournaments
will now be organised primarily at the
garrison level. In addition, we are increasingly
introducing modern communication technologies
into management. In this regard, we
have fielded control mechanisms to oversee
the decentralised procurement mechanism
under individual military units, with the aim
of promoting justification and excluding any
duplication. Moreover, we have taken measures
to save fuel and to streamline the distribution
system delivering materiel from supply
bases. In cooperation with the United States
we are planning to use free air transportation
capabilities, for which we spend annually over
3,000,000 euros in support of our foreign operations.
The financial resources thus saved
will be spent on purchases of new equipment.
We continue to perform the tasks of international
crisis management to the full extent. We
have rotated personnel in all of the three existing
missions, sustaining a total of 550 servicemen
and women on operations abroad. Our
Land Forces launched, at full intensity, preparations
for a battalion-level tactical exercise
