4.8 NOISE<br />
This section addresses potential impacts from noise associated with the Proposed Action.<br />
The two main sources of noise are anticipated to be blasting during dam removal, and<br />
construction activities prior to and after dam removal.<br />
4.8.1 Affected Environment<br />
The affected environment for the Proposed Action is composed of the areas along<br />
Northwestern Lake (reservoir) and the White Salmon River in the vicinity of the <strong>Condit</strong><br />
<strong>Dam</strong>. This would include areas both upstream (e.g., Northwestern Lake) and downstream<br />
(e.g., White Salmon River) of the dam. Based on background measurements conducted for<br />
similar projects, current ambient noise levels in the vicinity of the Proposed Action are likely<br />
between 30 and 40 A-weighted decibels (dBA) (Klickitat County 2005). Exceptions include<br />
areas near the dam, major roads, population centers, and industrial areas. In addition,<br />
background noise levels would be higher near natural features such as streams and waterfalls.<br />
Sensitive receptors in the vicinity of the dam include several residences located immediately<br />
north of the dam and between the dam and the proposed concrete disposal site. There are<br />
also residences located near the property that would be used to store the wood staves from<br />
the flowline.<br />
Klickitat County Regulations 1<br />
Klickitat County Code (KCC), Chapter 9.15: Public Disturbance Noises prohibits any person<br />
from causing or allowing sound that is a public disturbance noise. Under KCC 9.15.010,<br />
public disturbance noises include:<br />
• Frequent, repetitive or continuous motor vehicle noise in residential areas<br />
• Public address systems operated between the hours of 8:00 pm and 7:00 am<br />
• Any loud or raucous sounds within 1,000 feet of a school or medical facility that<br />
unreasonably interferes with the operation of the facility or the peace, comfort, or<br />
repose of the people within<br />
• Sounds from motor vehicle audio systems at volumes audible greater than 50 feet<br />
away<br />
The following would be exempt from the provisions of KCC 9.15.010 under the specified<br />
conditions:<br />
• Sounds from horns or sirens when used as a warning of danger or required by law<br />
