4.12 PUBLIC SERVICES<br />
This section evaluates public services that could be affected as a result of the proposed<br />
action. Public services include police, fire and related emergency services. In addition, two<br />
entities operate water supply or intake facilities underneath or from Northwestern Lake<br />
(reservoir). Other discussions related to public services are included in Section 4.2, Water<br />
Resources.<br />
4.12.1 Affected Environment<br />
The proposed action extends over an area that includes the reservoir from Northwestern Lake<br />
Bridge to the <strong>Condit</strong> <strong>Dam</strong> and along the White Salmon River from the dam to the<br />
Underwood (in-lieu) site adjacent to the Columbia River. Police services to the local area are<br />
provided by the Klickitat County and Skamania County sheriffs’ departments. Police service<br />
along the State highways is provided by the <strong>Washington</strong> State Patrol, with offices in<br />
Vancouver and Goldendale. Fire protection services to the area are provided by Fire District<br />
No. 3 (Klickitat County portion) and the Underwood Fire Department (Skamania County<br />
portion). A mutual aid agreement is in effect between the County departments and the City<br />
of White Salmon. Response times vary from a few minutes for the Klickitat County Sheriff<br />
(from the West End Services Building in White Salmon) and the Skamania County Sheriff<br />
(Stevenson) to several minutes for the respective fire departments, depending on location and<br />
access.<br />
Emergency response services are provided to the area from the cities of Stevenson<br />
(ambulance) and White Salmon (Skyline Hospital). The other closest hospital is in Hood<br />
River, Oregon. Response times vary from a few to several minutes, depending on location<br />
and access.<br />
A 14-inch steel water supply line (PacifiCorp 2004) owned by the City of White Salmon<br />
crosses the reservoir midway between the dam and the Northwestern Lake Bridge (about 1<br />
mile north of the dam). The pipe, buried in lake sediments, provides service from the White<br />
Salmon water system (wells and storage reservoir) to homes and other facilities on the west<br />
side of the reservoir in Skamania County.<br />
4.12.2 Impacts<br />
Pre-<strong>Dam</strong> <strong>Removal</strong> and <strong>Dam</strong> Breaching and <strong>Removal</strong><br />
The proposed action would result in impacts to the public service providers. The respective<br />
County sheriff and fire departments would need to adjust staff and coordinate with other<br />
departments and PacifiCorp to prepare for and respond to the proposed action. The proposed<br />
action is planned to occur during the fall of 2008, which may be toward the end of the fire<br />
season. If a fire occurs in the vicinity, access to fight the fire could be impaired without<br />
some preparation. Likewise, emergency service providers would need to make similar<br />
adjustments to those noted above. Response times could be affected without adequate<br />
preparation.<br />
