Final Supplemental EIS<br />

The issues identified by Ecology that required additional assessment as part of the SEPA process<br />

are:<br />

Local Permits<br />

• Whether or not Klickitat County and Skamania County must issue permits, such as a<br />

land use <strong>Condit</strong>ional Use Permit, to allow concrete disposal outside of the shoreline<br />

near the dam site.<br />

Geology, Soils, and Sediment<br />

• Increased erosion, sedimentation and turbidity in the White Salmon River from dam<br />

breaching and removal, cofferdam removal, woody debris removal, and sediment<br />

management.<br />

Water Resources<br />

• Impacts to water quality in the White Salmon River from concrete and explosives<br />

residue contamination that may result from the construction of the drain tunnel or<br />

from dam breaching and removal of the dam.<br />

• Impacts to groundwater quality from leachate from disposal of concrete and other<br />

construction debris.<br />

• Increased turbidity in stormwater runoff resulting from construction of access roads<br />

and disposal of dam hardware, woody debris, concrete, and cofferdam.<br />

• Increased turbidity in Northwestern Lake or the White Salmon River as a result of<br />

reinforcing Northwestern Lake Bridge and reconstructing the Mt. Adams Orchard<br />

diversion.<br />

• Impacts to water quality from fuel or oil spills from equipment or storage areas during<br />

removal of the cofferdam, woody debris, or sediment.<br />

Aquatic Resources<br />

• Effects on fish (such as vibration from pile driving and spills from equipment) in<br />

Northwestern Lake as a result of reinforcing Northwestern Lake Bridge and installing<br />

the temporary water supply pipeline.<br />

• Impacts to salmonids from increased turbidity, pH, or spills/leaks from mechanical<br />

equipment in the reservoir or river.<br />

• Impacts to salmonids from blasting during cofferdam and woody debris removal.<br />
