1 • Introduction In addition to State Route 57, the site is situated in proximity to four other major freeways - Interstate 5 and State Routes 91, 55 and 22. The site is also adjacent to the Los Angeles to San Diego (LOSSAN) corridor, one of the busiest passenger rail corridors in the nation. Metrolink trains are projected to operate every 30 minutes in this corridor by 2010. In addition, Amtrak Pacific Surfliner trains operate along the LOSSAN corridor, and California High-Speed Rail (CHSR) plans service on this corridor to connect Anaheim with San Francisco Bay Area and Sacramento. 1.3 Planning Context Anaheim is California’s 10th largest city, with a population in 2008 of nearly 350,000 residents. More than 15,000 businesses, including Kaiser Permanente and Carl Karcher Enterprises, are located within the boundaries of the City. It is the center of enterprise for multinational firms, as well as regional and local companies. limits. Anaheim is an employment and entertainment hub for Orange County and the growing Inland Empire, and a major draw for Southern California tourism. The City is located close to four airports, including Los Angeles International Airport (37 miles), Ontario International Airport (34 miles), John Wayne Airport (15 miles) and Long Beach Airport (22 miles). Anaheim hosts more than 20 million visitors annually. It is home to The Disneyland Resort, the Anaheim Convention Center (the largest convention center on the West Coast), The Anaheim Resort, Angel Stadium of Anaheim, the Honda Center and The Platinum Triangle. In December 2006, the Orange County Transportation Authority (OCTA) purchased 13.5 acres of the 15.7-acre ARTIC Mixed-Use District, with plans to relocate the existing Metrolink station and create a gateway transportation center. The property was joined with 2.2 acres owned by the City of Anaheim, adjacent to the existing Metrolink railroad right-of-way owned by the OCTA. 1.4 Relationship to Relevant Policies and Documents The following policies and documents apply to the design, development and implementation of the ARTIC Mixed-Use District: 1.4.1 The Platinum Triangle Master Land Use Plan The ARTIC Mixed-Use District is located within The Platinum Triangle, and is therefore subject to the regulations and standards contained in the Platinum Triangle Master Land Use Plan (PTMLUP). The PTMLUP implements the City of Anaheim’s General Plan goal and policies for The Platinum Triangle. The PTMLUP serves as the blueprint for March 4, 2009 1 • Introduction public improvements in The Platinum Triangle, including a proposed street network, streetscape design and park locations, while most development in the private realm is regulated through the Platinum Triangle Mixed-Use Overlay Zone. 1.4.2 Platinum Triangle Mixed- Use Overlay Zone The Platinum Triangle Mixed-Use (PTMU) Overlay Zone (Chapter 18.20 of the Anaheim Municipal Code) exists to guide development projects combining residential with non-residential uses, including institutional, office, retail, services, public spaces, and other community amenities, within The Platinum Triangle designated as Mixed-Use in the City’s General Plan. The PTMU Overlay Zone includes land use regulations, development standards and implementation to ensure that development projects meet the objectives of the PTMU Overlay Zone and conform to the policy direction of the City of Anaheim General Plan. 1.4.3 ARTIC Project Concept Report (May 24, 2007) OCTA and the City of Anaheim collaborated on the effort to define ARTIC goals, transportation facility needs, implementation, and development strategy. In addition, OCTA has identified the operational, engineering and functional constraints and opportunities of the ARTIC site for transportation purposes. On May 24, 2007, OCTA and the City approved a Project Concept Report for ARTIC, which summarized a phased 20-year ARTIC development strategy with project build-out estimated to occur in approximately 2030.
