limits. <strong>Anaheim</strong> is an employment and entertainment hub<br />
for Orange County and the growing Inland Empire, and<br />
a major draw for Southern California tourism. The <strong>City</strong><br />
is located close to four airports, including Los Angeles<br />
International Airport (37 miles), Ontario International<br />
Airport (34 miles), John Wayne Airport (15 miles) and Long<br />
Beach Airport (22 miles).<br />
<strong>Anaheim</strong> hosts more than 20 million visitors annually. It is<br />
home to The Disneyland Resort, the <strong>Anaheim</strong> Convention<br />
Center (the largest convention center on the West Coast),<br />
The <strong>Anaheim</strong> Resort, Angel Stadium <strong>of</strong> <strong>Anaheim</strong>, the Honda<br />
Center and The Platinum Triangle.<br />
In December 2006, the Orange County Transportation<br />
Authority (OCTA) purchased 13.5 acres <strong>of</strong> the 15.7-acre<br />
<strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong>, with plans to relocate the existing<br />
Metrolink station and create a gateway transportation<br />
center. The property was joined with 2.2 acres owned by<br />
the <strong>City</strong> <strong>of</strong> <strong>Anaheim</strong>, adjacent to the existing Metrolink<br />
railroad right-<strong>of</strong>-way owned by the OCTA.<br />
1.4 Relationship to Relevant<br />
Policies and Documents<br />
The following policies and documents apply to the design,<br />
development and implementation <strong>of</strong> the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong><br />
<strong>District</strong>:<br />
1.4.1 The Platinum Triangle<br />
Master Land <strong>Use</strong> Plan<br />
The <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong> is located within The Platinum<br />
Triangle, and is therefore subject to the regulations and<br />
standards contained in the Platinum Triangle Master Land<br />
<strong>Use</strong> Plan (PTMLUP). The PTMLUP implements the <strong>City</strong><br />
<strong>of</strong> <strong>Anaheim</strong>’s General Plan goal and policies for The<br />
Platinum Triangle. The PTMLUP serves as the blueprint for<br />

public improvements in The Platinum Triangle, including<br />
a proposed street network, streetscape design and park<br />
locations, while most development in the private realm is<br />
regulated through the Platinum Triangle <strong>Mixed</strong>-<strong>Use</strong> Overlay<br />
Zone.<br />
1.4.2 Platinum Triangle <strong>Mixed</strong>-<br />
<strong>Use</strong> Overlay Zone<br />
The Platinum Triangle <strong>Mixed</strong>-<strong>Use</strong> (PTMU) Overlay Zone<br />
(Chapter 18.20 <strong>of</strong> the <strong>Anaheim</strong> Municipal Code) exists<br />
to guide development projects combining residential with<br />
non-residential uses, including institutional, <strong>of</strong>fice, retail,<br />
services, public spaces, and other community amenities,<br />
within The Platinum Triangle designated as <strong>Mixed</strong>-<strong>Use</strong><br />
in the <strong>City</strong>’s General Plan. The PTMU Overlay Zone<br />
includes land use regulations, development standards and<br />
implementation to ensure that development projects meet<br />
the objectives <strong>of</strong> the PTMU Overlay Zone and conform to<br />
the policy direction <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Anaheim</strong> General Plan.<br />
1.4.3 <strong>ARTIC</strong> Project Concept<br />
Report (May 24, 2007)<br />
OCTA and the <strong>City</strong> <strong>of</strong> <strong>Anaheim</strong> collaborated on the<br />
effort to define <strong>ARTIC</strong> goals, transportation facility needs,<br />
implementation, and development strategy. In addition,<br />
OCTA has identified the operational, engineering and<br />
functional constraints and opportunities <strong>of</strong> the <strong>ARTIC</strong> site<br />
for transportation purposes. On May 24, 2007, OCTA<br />
and the <strong>City</strong> approved a Project Concept Report for <strong>ARTIC</strong>,<br />
which summarized a phased 20-year <strong>ARTIC</strong> development<br />
strategy with project build-out estimated to occur in<br />
approximately 2030.<br />
