3.2 Circulation, Access<br />
and Parking<br />
This section describes the vehicular, pedestrian and bicycle<br />
circulation concepts and parking facilities for the <strong>ARTIC</strong><br />
<strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong>.<br />
3.2.1 Vehicular Circulation<br />
Vehicular access to the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong> will be<br />
via Douglass Road and Katella Avenue. Douglass Road<br />
will be lowered at SR-57 to accommodate bridge widening<br />
for expanded rail service and extended platform lengths.<br />
Access drives along Douglass Road into the parking<br />
structure on-site will be separate from the dedicated access<br />
leading to the <strong>ARTIC</strong> Bus Transfer/Curbside area.<br />
3.2.2 Pedestrian and Bicycle<br />
Circulation<br />
Pedestrians will primarily traverse within the <strong>ARTIC</strong> <strong>Mixed</strong>-<br />
<strong>Use</strong> <strong>District</strong> via the Pedestrian Promenade, which <strong>of</strong>fers<br />
direct access between The Platinum Triangle, the Honda<br />
Center, Angel Stadium <strong>of</strong> <strong>Anaheim</strong> and <strong>ARTIC</strong>. In addition,<br />
a network <strong>of</strong> broad walkways will also link the Transit Center,<br />
Santa Ana River trail and various on-site uses.<br />
To the east <strong>of</strong> <strong>ARTIC</strong>, a regional bicycle trail runs along<br />
each side <strong>of</strong> the Santa Ana River. To facilitate convenient<br />
access, a direct bicycle connection from the <strong>ARTIC</strong> Transit<br />
Center to the Santa Ana River trail will be provided at<br />
<strong>ARTIC</strong>’s bicycle station plaza.<br />
Tree-lined sidewalks will be provided along Douglass Road<br />
and Katella Avenue. The sidewalk along Douglass Road will<br />
continue southerly past the <strong>ARTIC</strong> Transit Center and pass<br />
under SR-57 to provide pedestrian connections to Angel<br />
Stadium and other mixed-use development located on the<br />
periphery <strong>of</strong> the Stadium property. Bicyclists traveling along<br />

3 • Project Summary<br />
Douglass Road from the south will arrive via entrances to<br />
the Pedestrian Promenade.<br />
3.2.3 Parking<br />
Development <strong>of</strong> parking facilities at the <strong>ARTIC</strong> <strong>Mixed</strong>-<br />
<strong>Use</strong> <strong>District</strong> will focus on Phase 1 needs, with provisions<br />
for potential parking expansion as future transportation<br />
services are introduced. For the mixed-use component<br />
on-site, shared parking and other potential solutions shall<br />
be explored and analyzed in a project-specific parking<br />
study within the existing physical constraints. As the site<br />
progresses through its phases <strong>of</strong> development, changes in<br />
specific parking requirements must be assessed. Site design<br />
should allow for a certain amount <strong>of</strong> parking flexibility as<br />
future service and development plans are refined. Refer<br />
