3.1 <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong><br />
<strong>District</strong> Description<br />
The <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong> is a 15.7-acre site envisioned<br />
for mixed-use development and a “state-<strong>of</strong>-the-art,”<br />
showcase transit center that will connect Orange County<br />
to other areas in California and the United States and to<br />
international destinations. As an “airport without runways,”<br />
the <strong>ARTIC</strong> Transit Center will <strong>of</strong>fer convenient travel via<br />
trains, high speed rail, buses, taxis, automobiles and other<br />
local transit. By serving as a gateway to the world, the<br />
<strong>ARTIC</strong> Transit Center will ease the demand for local and<br />
regional airport expansion.<br />
The <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong> is envisioned as a civic and<br />
regional landmark, proposed to be built in a phased, 20year<br />
effort. Development <strong>of</strong> the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong><br />
will include joint development and other private-sector costsharing<br />
and/or revenue-sharing arrangements.<br />
The access and activity generated by local and regional<br />
transportation significantly enhances the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong><br />
<strong>District</strong>’s development potential. In addition to the Transit<br />
Center, the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong> will include a mix <strong>of</strong><br />
land uses designed to complement and support <strong>ARTIC</strong> and<br />
the local Platinum Triangle area. The mixed-use component<br />
is intended to be an integrated and architecturally cohesive<br />
development that promotes a sustainable, pedestrianoriented<br />
environment. A series <strong>of</strong> public spaces will be<br />
located throughout the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong>. These<br />
public spaces will be designed to accommodate civic<br />
functions, social events and recreational activities, as well<br />
as enhance pedestrian connections and circulation. A<br />
description <strong>of</strong> these components is included below.<br />
