shall pass through the park, providing a clear space for
pedestrian/bicycle movement and a pleasant walking and
biking environment.
A bio-swale will be installed to collect drainage from the
site, as well as provide a buffer between the Linear Park
and the transit/mixed-use development. A service and
fire department access will be located within the park. A
minimum 80’ width is preferred from the top of the levee
to the face of the building for implementation of the Linear
Park.
Appropriate amenities will be provided throughout the
Linear Park for the comfort and convenience of the users.
Safety design principles and security monitoring measures
will be implemented at the park to ensure public safety/
security throughout the day. A conceptual section of the
Linear Park is presented herein to illustrate the design intent
only.
3.1.4 Phasing
Phase 1 of the ARTIC Mixed-Use District is defined as the
minimum Transit Center and transit-supporting facilities
necessary to relocate the existing station to the project site
and support the existing transit services (rail and non-rail),
as well as accommodate future transit services such as the
planned Metrolink Service Expansion Program, planned BRT
and other fixed route services. Phase 1 will also include
transit oriented retail, mixed-use commercial development
and civic space.
Phase 2 is defined as additional improvements that build
on the facilities provided through Phase 1. This will
include increased transportation services and infrastructure
improvements. Specifically, Phase 2 may include an
expansion of the ARTIC Transit Center, transit oriented
retail, mixed-use commercial development, civic space
and transit supporting facilities. Additional parking may
be required to support possible additional transit services
such as additional BRT, the Anaheim Fixed Guideway and
expanded intercity bus connections.
Phase 3 is defined as the ultimate build out of the project.
Phase 3 will build on the improvements provided through
the first two phases, including additional expansion of the
transit center, commercial development, civic space and
parking. Phase 3 expansions will be consistent with the
implementation of the California High Speed Rail Authority’s
Los Angeles to Orange County segment, the California
Nevada Super Speed Train, expanded rail service by Amtrak,
and associated track, platform and access improvements
necessary for these services. Additional environmental
clearance for these services will be the responsibility of the
service implementers.
Seamless integration of subsequent development with
earlier phases must be considered for functional, aesthetic
and safety reasons. Temporary uses, such as open-air
festivals and special events, may occur on the portions
of the ARTIC Mixed-Use District site designated for later
phases of development. To provide visual interest and
generate excitement for the upcoming development, the
use of a branded construction fence around the areas under
construction as a communication device is encouraged.
