shall pass through the park, providing a clear space for<br />
pedestrian/bicycle movement and a pleasant walking and<br />
biking environment.<br />
A bio-swale will be installed to collect drainage from the<br />
site, as well as provide a buffer between the Linear Park<br />
and the transit/mixed-use development. A service and<br />
fire department access will be located within the park. A<br />
minimum 80’ width is preferred from the top <strong>of</strong> the levee<br />
to the face <strong>of</strong> the building for implementation <strong>of</strong> the Linear<br />
Park.<br />
Appropriate amenities will be provided throughout the<br />
Linear Park for the comfort and convenience <strong>of</strong> the users.<br />
Safety design principles and security monitoring measures<br />
will be implemented at the park to ensure public safety/<br />
security throughout the day. A conceptual section <strong>of</strong> the<br />
Linear Park is presented herein to illustrate the design intent<br />
only.<br />
3.1.4 Phasing<br />
Phase 1 <strong>of</strong> the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong> is defined as the<br />
minimum Transit Center and transit-supporting facilities<br />
necessary to relocate the existing station to the project site<br />
and support the existing transit services (rail and non-rail),<br />
as well as accommodate future transit services such as the<br />
planned Metrolink Service Expansion Program, planned BRT<br />
and other fixed route services. Phase 1 will also include<br />
transit oriented retail, mixed-use commercial development<br />
and civic space.<br />
Phase 2 is defined as additional improvements that build<br />
on the facilities provided through Phase 1. This will<br />
include increased transportation services and infrastructure<br />
improvements. Specifically, Phase 2 may include an<br />

expansion <strong>of</strong> the <strong>ARTIC</strong> Transit Center, transit oriented<br />
retail, mixed-use commercial development, civic space<br />
and transit supporting facilities. Additional parking may<br />
be required to support possible additional transit services<br />
such as additional BRT, the <strong>Anaheim</strong> Fixed Guideway and<br />
expanded intercity bus connections.<br />
Phase 3 is defined as the ultimate build out <strong>of</strong> the project.<br />
Phase 3 will build on the improvements provided through<br />
the first two phases, including additional expansion <strong>of</strong> the<br />
transit center, commercial development, civic space and<br />
parking. Phase 3 expansions will be consistent with the<br />
implementation <strong>of</strong> the California High Speed Rail Authority’s<br />
Los Angeles to Orange County segment, the California<br />
Nevada Super Speed Train, expanded rail service by Amtrak,<br />
and associated track, platform and access improvements<br />
necessary for these services. Additional environmental<br />
clearance for these services will be the responsibility <strong>of</strong> the<br />
service implementers.<br />
Seamless integration <strong>of</strong> subsequent development with<br />
earlier phases must be considered for functional, aesthetic<br />
and safety reasons. Temporary uses, such as open-air<br />
festivals and special events, may occur on the portions<br />
<strong>of</strong> the <strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong> site designated for later<br />
phases <strong>of</strong> development. To provide visual interest and<br />
generate excitement for the upcoming development, the<br />
use <strong>of</strong> a branded construction fence around the areas under<br />
construction as a communication device is encouraged.<br />
