<strong>Use</strong> <strong>of</strong> building and landscape accent uplighting is<br />
discouraged to reduce light pollution.<br />
Lighting should be used to help enhance a nighttime<br />
image <strong>of</strong> a structure, sculpture or landscape element.<br />
Building and wall lighting should be indirect. Lights<br />
may be used to create shadows, relief or outline effects<br />
when such lighting is indirect or concealed. Colored<br />
lighting may be used to create special effects or add<br />
visual interest.<br />
Lighting shall be designed to minimize glare and provide<br />
uniform distribution.<br />
Lighting should be designed to serve as visual cues for<br />
enhanced and clarified wayfinding.<br />
Overhead and exposed wiring and conduit for outdoor<br />
lighting is not permitted.<br />
Thoughtful use <strong>of</strong> neon lighting is permitted, especially<br />
in the <strong>ARTIC</strong> Transit Center and for retail uses.<br />
Public art in the form <strong>of</strong> interactive water features, sculptures, murals, etc.<br />

Pragmatic lighting design solutions that are costeffective,<br />
energy-efficient and easy to maintain should<br />
be explored.<br />
Solar powered lighting is strongly encouraged.<br />
Buildings should be designed to allow for natural<br />
daylighting so as to minimize the need for artificial<br />
lighting during daylight hours.<br />
4.6 Public Art<br />
Public art increases the interest and attractiveness <strong>of</strong> the<br />
place, adds personality to the development, and entertains<br />
and educates the public. A public art program shall be<br />
required. Art elements may serve as landmarks in the<br />
<strong>ARTIC</strong> <strong>Mixed</strong>-<strong>Use</strong> <strong>District</strong>.<br />

Public art may include sculptures, tower elements,<br />
water features, mosaic, murals, decorative carving,<br />
ornamental benches, decorative paving, special light<br />
features and other elements <strong>of</strong> a unique, attractive and<br />
high quality nature that embody artistic flair.<br />
