The City shall develop a site plan for a Civic Center.6.B.2. The City shall develop the Civic Center which will serve asthe community gathering place and center for communityevents and recreation. The Civic Center shall reflectcommunity history and help to establish the Downtown as avibrant community center.6.B.3.
